Convert FDF to PDF

A recipient, archive system, printer, or other program may require a complete PDF instead of a separate form-data file. Converting the data with its original form template creates a shareable PDF containing the submitted values and page layout.

What fdf contains

FDF (Forms Data Format) is an Adobe format for exchanging PDF form-field values, comments, and some annotations separately from a PDF. An FDF file commonly references its source form by filename or document identifier; it normally contains neither the PDF pages nor the complete visual document, including its fonts, images, and layout.

Adobe Acrobat, web-form systems, electronic document workflows, and tools such as pdftk can create or consume FDF. FDF is used when a form submission, exported field set, or annotation workflow transfers data without sending the original PDF each time.

What pdf provides

PDF packages page content, fonts, images, layout, and optionally interactive form fields in one file. It is suitable for printing, email, browser viewing, records management, and systems that do not process FDF independently.

A filled PDF can retain editable form fields or be flattened. Flattening turns field appearances into ordinary page content, preventing normal field edits but also removing the ability to continue completing the form. It does not provide security against extraction or editing by itself; use PDF permissions or encryption when those controls are required.

Convert fdf with adobe acrobat

1. Obtain the original PDF form referenced by the FDF. An FDF without that template cannot normally supply the missing pages.
2. Open the template in Adobe Acrobat, preferably Acrobat Pro, rather than attempting to open the FDF as a standalone document.
3. Choose All tools → Prepare a form → More options → Import data, select the .fdf file, and confirm. Older releases may show the command under Tools → Prepare Form → More options → Import Data.
4. Check field values, calculated totals, dates, checkboxes, accented characters, and multi-line text. Save the populated file with File → Save as and a .pdf extension.
5. For a non-editable copy, use File → Print and select an installed PDF printer, or use Acrobat's flattening/preflight tools. Save the interactive version separately if later field editing is needed.

Acrobat Reader can display and fill many PDFs, but it is not the dependable choice for importing an external FDF into a template; use a version of Acrobat that provides the import command.

Convert fdf with pdftk

The open-source pdftk command-line tool can apply FDF data to a known AcroForm template:

pdftk template.pdf fill_form data.fdf output filled.pdf

To flatten the imported fields in the output, use:

pdftk template.pdf fill_form data.fdf output filled.pdf flatten

On systems where the native package is unavailable, use the Java-based pdftk-java package with the same command syntax. The FDF field names must match the template's field names. Encrypted, malformed, damaged, or incompatible templates can cause import failures or incomplete output.

Online conversion options

Generic online PDF converters usually do not convert FDF correctly because FDF is form data, not a complete page document. Use an online service only when its documentation explicitly supports uploading both the FDF and its source PDF and returning a populated PDF; do not assume that a service supporting ordinary PDF conversion supports FDF import.

For non-confidential forms, a reputable provider with clear file-retention and deletion policies may be acceptable, but local Acrobat or pdftk is safer for tax, identity, medical, legal, employment, or signed documents. Do not upload sensitive FDF or PDF files merely to test an unsupported converter.

Quality and compatibility limits

FDF may not capture every visual or behavioral state of a form. JavaScript calculations, custom fonts, rich-text settings, checkbox appearances, comments, unsupported annotations, and signature information can change during import. XFA forms commonly require an XFA-compatible workflow and may not work with ordinary AcroForm FDF tools.

Importing data into a digitally signed PDF or saving changes to it generally invalidates the existing signature. Keep the signed original and verify any newly generated copy independently.

Open the result in Acrobat and a second PDF viewer. Confirm that all expected pages are present, long values are not clipped, checkboxes and calculated fields display correctly, and annotations or signatures have the expected status. If the original template is unavailable, the FDF can usually be inspected as data, but it cannot normally be reconstructed as the complete PDF.
