Convert XFDL to PDF

Government agencies and older enterprise systems may deliver completed forms as .xfdl files, while recipients need PDF for printing, email, records management, or software that cannot open XFDL. The usual conversion method is to open the form in a compatible IBM viewer and print it to a PDF printer.

What the XFDL format is

XFDL (Extensible Forms Description Language) is an XML-based format for structured electronic forms. An XFDL file can contain the form layout, entered values, validation rules, attachments, and digital-signature data.

PureEdge Forms and later IBM Lotus Forms products created and opened XFDL files; later product names included IBM Forms Viewer, IBM Forms Designer, and IBM Forms Server. XFDL files still occur in government, military, legal, insurance, and enterprise workflows. Adobe Acrobat Reader does not natively open them.

What the PDF format is

PDF preserves a document's page layout across operating systems and is supported by web browsers, office software, document-management systems, and most printers. A PDF produced by printing an XFDL form is generally a static visual copy, not an editable or interactive form.

How to convert XFDL to PDF

Windows with IBM Forms Viewer

1. Install IBM Forms Viewer or a compatible PureEdge Viewer obtained from the organization that issued the form. These products are discontinued or restricted in some environments, so use a trusted, authorized installer rather than an unknown download.
2. Open the original file, such as form.xfdl, in the viewer. Check field values, page breaks, check boxes, orientation, and any visible attachments.
3. Choose File → Print.
4. Select Microsoft Print to PDF or another installed PDF printer. Set the required paper size, orientation, and page range, then print.
5. Save the output as form.pdf. Open it in a PDF reader and inspect every page, including barcodes, signatures, non-Latin text, and fields near page boundaries.

MacOS and Linux

The essential requirement is a compatible viewer; neither operating system can convert XFDL directly. If the IBM or PureEdge viewer runs in an authorized compatible Windows environment or virtual machine, print from that viewer. On macOS, choose PDF → Save as PDF in the print dialog; on Linux, use an installed PDF printer such as CUPS-PDF. If the viewer cannot run, ask the issuing organization for a PDF or use its supported legacy environment.

Online conversion

There is no widely supported, reputable online XFDL conversion service comparable to services for DOCX or image files. General converters such as CloudConvert or Zamzar may reject XFDL or lose form-specific data, so they are not dependable recommendations. Do not upload forms containing personal, medical, legal, financial, or government information to an online service unless the issuing organization explicitly permits it.

Quality and compatibility limits

• Print-to-PDF normally removes editable fields, validation, scripts, embedded form logic, and the original XFDL structure.
• Digital signatures may no longer be verifiable in the PDF. Keep the original .xfdl file and related signature or audit records with the PDF.
• Embedded attachments may not appear in the printed output. Extract or preserve them separately in the viewer before conversion.
• Viewer versions, fonts, printer drivers, and paper settings can change pagination, clipping, barcode rendering, and font substitution.
• If the recipient needs an interactive PDF, recreate the form in a PDF form-authoring application or obtain an officially supplied interactive PDF; ordinary printing cannot preserve XFDL behavior.
