Convert XFDF to PDF

It seems like the only way to work with the .xfdf forms is to use Adobe Acrobat, the very software that was used in making these forms in first place. You have to load up the form in the program and use the save function to produce a PDF document. This will be just a document, not a form, noone will be able to add anything else to it.
