Convert XFDF to PDF

A reviewer or form system may send an XFDF file when you need a printable, shareable, or archivable PDF containing its comments or field values. Because XFDF normally contains only data and annotations, conversion requires the matching source PDF.

What the XFDF format is

XFDF means XML Forms Data Format. It is an XML-based exchange format used with PDF forms and annotations, not usually a complete document format. An XFDF file can contain interactive form values, comments, highlights, stamps, drawing annotations, replies, and annotation metadata, but normally contains neither the original page content nor the fonts and images used by those pages.

Adobe Acrobat, Acrobat SDK applications, and other PDF form or review systems create XFDF files. Common uses include exporting review comments, transferring completed form fields, and separating annotation data from a source document.

What the PDF format provides

PDF packages fixed page content such as text, vector graphics, images, and optionally embedded fonts. It can also contain interactive form fields, comments, links, signatures, and other document features. PDF is suitable for printing, email distribution, records, and viewing without the original authoring application.

After importing XFDF, the result can remain editable, or form fields and annotations can be flattened into fixed page content for consistent printing and archiving.

How to import XFDF in Acrobat Pro

Adobe Acrobat Pro is the most dependable desktop option for this task because it can combine the XFDF data with its matching PDF. Acrobat Reader is not a complete replacement for Acrobat Pro for importing comments or form data.

For comments and annotations

1. Obtain the exact source PDF used when the XFDF file was exported. Open it in Acrobat Pro.
2. Choose All tools → Comment.
3. Open the comment panel's options menu, choose Import data file or Import comments depending on the Acrobat version, and select the .xfdf file.
4. Review imported comments, highlights, stamps, drawings, replies, and their page locations.
5. Choose File → Save as and save a separate copy, such as reviewed.pdf.

For form values

1. Open the matching fillable PDF in Acrobat Pro.
2. Choose All tools → Prepare a form → More → Import data. Older versions may use Forms → Manage Form Data → Import Data.
3. Select the XFDF file and check that the expected fields contain the correct values.
4. Save the populated document as completed.pdf.

Use the comments import route when the XFDF contains review markup, and the form-data import route when it contains field values. Some XFDF files contain both types of data; import support and results depend on the Acrobat version and the file's contents.

How to flatten the result

Save an editable copy before flattening. To create a non-editable printed appearance in Acrobat, choose File → Print, select Adobe PDF or another PDF printer, and enable the option to print document content and comments or markups when Acrobat displays those choices. The printed PDF converts visible form values and annotations into page content, so recipients generally cannot edit them as fields or markups.

Check the flattened output visually, especially signatures, multiline fields, checkboxes, stamps, and comments positioned near page edges. A PDF printer may omit nonprinting annotations or interactive behavior.

Compatibility and quality limits

An XFDF file alone usually cannot recreate the original document. Without the source PDF, there may be no pages on which to place annotations and no matching field definitions for imported values.

The source should normally be the same revision from which the XFDF was exported. Changed page counts, renamed fields, modified field structures, or altered annotation references can produce missing, misplaced, or unapplied data. A source PDF with different permissions or an incompatible form technology can also prevent import.

XFDF support varies between applications. One program may import field values but ignore comments, or support common highlights while dropping less common annotation types. Inspect the output and compare important fields and annotations with the original XFDF workflow before distributing it.

Online conversion options

General online converters such as Smallpdf, Sejda, and Zamzar usually convert standalone PDF and office files; they do not reliably combine an XFDF file with its source PDF. Adobe Acrobat online services likewise should not be assumed to support this paired import workflow. Use an online service only if its documentation explicitly accepts both the XFDF and matching PDF and states which form and annotation types it preserves.

Uploading XFDF can expose personal form values, internal comments, names, and document metadata. For confidential material, import the file locally with Acrobat Pro or a locally installed PDF SDK instead of using an online service.
