A report may need PDF format for submission, printing, sharing, or records when recipients must see the same page layout on different devices. PDF also provides a readable snapshot when the underlying data no longer needs sorting, filtering, or editing.

What the CSV format is

CSV (comma-separated values) is plain text that stores tabular data as rows and fields. Fields are commonly separated by commas, while line breaks separate records, but CSV files may use semicolons, tabs, or another delimiter. Spreadsheet applications such as Microsoft Excel and LibreOffice Calc, database systems, export scripts, and business software create CSV files for contact lists, transactions, inventory, analytics, and database tables.

CSV stores data, not page design. It normally contains no fonts, colors, column widths, page breaks, formulas, charts, or reliable instructions for printing. Character encoding, delimiters, and quotation rules affect how the values must be imported. UTF-8 is usually the appropriate encoding for non-ASCII characters, provided it matches the source file.

What the PDF format is

PDF (Portable Document Format) is a fixed-layout document format that can contain text, graphics, images, fonts, and page settings. PDF readers on different operating systems generally display and print the same page arrangement, making the format suitable for reports, invoices, applications, submissions, and archived records.

A PDF is usually better for distribution when recipients only need to read or print the table. It does not guarantee that the content cannot be edited: PDF editors can modify text, and a recipient can extract or re-enter data. CSV remains the appropriate format for sorting, filtering, calculations, database import, and other data processing.

How to convert the file

Using LibreOffice Calc

1. Open the CSV in LibreOffice Calc. In the import dialog, choose the character encoding, field delimiter, and text-quoting character, then verify the preview. Select the correct delimiter if the columns do not appear separately.
2. Check values that can be misinterpreted, including dates, long identifiers, scientific notation, account numbers, and values with leading zeros. Set affected columns to text during import when necessary.
3. Format the sheet for output. Adjust column widths, number formats, margins, and text wrapping; remove columns that should not appear; and configure a repeating header row for multipage tables.
4. Set orientation, paper size, scaling, margins, and headers or footers through Format → Page Style. Use landscape orientation for wide tables and avoid scaling that makes the text unreadably small.
5. Choose File → Export as PDF, select the required sheets or page range in the PDF options, and save the PDF.

Using Microsoft Excel

1. Open the CSV and confirm the import settings. In current Excel versions, use the text import controls when needed so columns containing ZIP codes, long numbers, dates, or leading zeros are imported as text rather than reformatted.
2. Set the print area, paper size, orientation, margins, and scaling under Page Layout. Use Page Layout → Print Titles to repeat header rows, and View → Page Break Preview to inspect column and row breaks.
3. Export with File → Export → Create PDF/XPS, or use File → Save As and choose PDF as the file type. Select the active sheet, selected cells, or entire workbook as required, then save and inspect the result.

Using print to PDF

Any spreadsheet application with a print function can create a PDF through a system PDF printer. Open the imported CSV, configure the print area and page settings, choose Print, select a printer such as Microsoft Print to PDF or Save as PDF, and save the output. This method is useful when the application has no direct PDF export, but its result depends on the same print settings and may omit hidden sheets or unsupported content.

Quality and compatibility checks

• Delimiter and quoting: Confirm that commas or line breaks inside quoted fields remain in the correct cell. Select semicolon, tab, or another delimiter when the source does not use commas.
• Encoding: Reopen the CSV with the correct encoding if accented characters, symbols, or non-Latin text appear as boxes or question marks. UTF-8 is common but is not guaranteed for every source file.
• Data fidelity: Verify dates, decimal separators, scientific notation, long numbers, and leading zeros after import. Spreadsheet software can change these values before the PDF is created.
• Wide tables: Use landscape orientation, narrower margins, wrapped text, or fit-to-page-width scaling. Splitting a table across pages can be more readable than shrinking every column.
• Long tables: Repeat the header row on each page and inspect page breaks. Fitting an entire table onto one page can produce text too small to read.
• Search and accessibility: Direct PDF export normally creates selectable, searchable text. A screenshot or scanned printout creates image-only pages unless OCR is applied. Use real text, clear headers, adequate contrast, and a logical table structure when accessibility matters.
• Layout limits: CSV has no original formatting to preserve, so the converter must create the page design. Check that all columns, rows, headers, footers, and page numbers appear as intended before distributing the PDF.
