Convert EXE to PDF

A PDF is needed when a Windows program displays a report, receipt, form, or help content that must be printed, emailed, or stored without requiring recipients to run the program. An .exe file is not a document, so there is no general direct conversion; the correct method depends on whether it displays content or contains extractable files.

What EXE files contain

EXE is the usual filename extension for a Windows executable, normally in the Portable Executable (PE) format. Developers and software publishers use EXE files for applications, installers, updaters, self-extracting archives, and launchers.

An EXE can execute code when opened. Do not run an unknown EXE merely to obtain a PDF. Scan it with Microsoft Defender or another current endpoint-security product, confirm its publisher and source, and use an isolated virtual machine if examination is necessary.

Some EXE files are self-extracting archives or installer packages containing manuals, licenses, HTML pages, images, or existing PDFs. A file with an EXE extension is not automatically an archive, and renaming it to .zip does not convert or safely open it.

What PDFs provide

PDF is a fixed-layout document format used for forms, manuals, invoices, reports, and archival records. It preserves page geometry, fonts, graphics, and print output across common desktop and mobile systems more consistently than an application interface.

A PDF can retain selectable text, hyperlinks, bookmarks, and accessible structure when the source application exports these features. A PDF made from screenshots is usually image-based and may require OCR to make text searchable.

Create a PDF from displayed content

For a trusted application that can print its content, use the Windows PDF printer. Windows 10 and Windows 11 include Microsoft Print to PDF.

1. Open the trusted program and navigate to the report, form, receipt, or other required view.
2. Select File → Print or press Ctrl+P.
3. Choose Microsoft Print to PDF.
4. Set paper size, orientation, margins, scaling, page range, and duplex-related layout options in the application’s print dialog.
5. Select Print, enter a filename such as report.pdf, and choose the save location.

If the program provides File → Export or File → Save As with a PDF option, use that instead of a PDF printer. Native export can preserve hyperlinks, tagged text, bookmarks, layers, and vector content that printing may flatten or omit.

Adobe Acrobat Pro’s Adobe PDF printer is an alternative where its print settings are needed. Create PDF/A archival files, OCR output, or document security settings after creation using Acrobat Pro’s conversion, Preflight, or protection tools; selecting a PDF printer alone does not guarantee PDF/A compliance or secure permissions.

Extract documents from an archive or installer

If the EXE appears to be a self-extracting archive, inspect it without launching it. Use a current version of 7-Zip to open the file, then extract only the required files to a separate folder. Scan extracted content before opening it.

Convert the extracted file according to its actual format:

• Open an existing .pdf directly; no conversion is required.
• Open .html in a browser and select Print → Save as PDF.
• Open Word, Excel, or PowerPoint files in their Microsoft Office applications and select File → Export → Create PDF/XPS or File → Save As and choose PDF.
• Open text or image files and print them through Microsoft Print to PDF.

For extracted Office documents, reputable browser-based options include Microsoft 365 for the web and Adobe Acrobat online tools where their supported input formats meet the need. Upload the extracted document, not the EXE, and avoid online services for confidential material.

When printing is unavailable

A PDF printer captures only material sent to the Windows print subsystem. It cannot preserve executable code, interactive controls, menus, animations, database connections, software behavior, or installer functionality.

If a trusted program has no print or export feature, capture the required screens with Snipping Tool, place the images in a document if needed, and print them to PDF. Use OCR in Adobe Acrobat Pro, Microsoft OneNote, or another OCR-capable tool if searchable text is required; OCR accuracy depends on image resolution, fonts, and screen contrast.

Sysinternals Strings can extract readable character sequences for technical inspection, but it does not recover source code or reconstruct program screens. For example, strings.exe -n 6 program.exe > program-strings.txt writes strings of at least six characters to a text file that can be reviewed or printed.

Keep the original EXE, its version, publisher details, checksum, license information, and required data files when the software may need to run again. The PDF is a record of displayed or extracted information, not a replacement for the application.
