  4. If you only need a blank PDF, create one in a word processor or PDF editor and save it as PDF.

For creating or exporting a PDF from real content, reliable desktop tools include Adobe Acrobat Pro, Microsoft Word, LibreOffice, and PDF-XChange Editor. Typical export steps are:

  1. Open the source document in the app that contains the real content.
  2. Choose File → Export or File → Save As.
  3. Select PDF as the output format.

  5. Save the file.

To make a blank PDF, create a new document with one empty page and export it, or use a PDF editor to create a new file and save it as PDF.

Online options

Online converters are usually not helpful for a true NULL file because there is no content to upload. If the file is actually a text file containing the word null or another small placeholder, an online PDF creator may produce a mostly blank PDF.
