How to convert m3u to mp4 file

An MP4 is needed when a phone, television, editor, or sharing service accepts one video file but an M3U playlist only points to media elsewhere. The referenced videos must be accessed individually, recorded, or combined before they can become an MP4.

What the M3U format is

M3U is a plain-text playlist format containing filenames, relative or absolute paths, and streaming URLs. Extended playlists may add metadata with lines such as #EXTINF. VLC, Winamp, IPTV applications, media servers, music players, and streaming systems use M3U playlists.

Opening an M3U in a text editor shows references, not the referenced audio or video data. Entries can point to local files such as video01.ts, an HLS playlist such as stream.m3u8, or media that requires login credentials, cookies, geolocation, or DRM. M3U8 is essentially an M3U playlist encoded as UTF-8 and is commonly used for HLS.

What the MP4 format is

MP4 is a media container widely accepted by phones, televisions, browsers, editors, and social platforms. H.264 video with AAC audio offers broad compatibility; H.265/HEVC can reduce file size at similar quality but may encode more slowly and have weaker device support.

An MP4 can hold one continuous program, while an M3U can reference unrelated files, multiple channels, or an entire library. Converting a playlist therefore does not preserve playlist order, channel metadata, or separate-program boundaries unless you deliberately combine the entries.

How to create an MP4

Convert one local file with FFmpeg

First open the M3U in a text editor and locate the actual filename or URL. FFmpeg can convert an accessible local file or authorized stream; it does not bypass DRM, authentication, paywalls, or geographic restrictions.

For a local file such as input.ts, re-encode to a broadly compatible MP4 with:

ffmpeg -i 'input.ts' -c:v libx264 -crf 20 -preset medium -c:a aac -b:a 192k output.mp4

If the source already contains MP4-compatible video and audio, remux it without re-encoding:

ffmpeg -i 'input.mp4' -c copy output.mp4

Remuxing is lossless and faster, but it fails or produces poor compatibility when the source codecs, timestamps, or stream layout are unsuitable for MP4. Re-encoding is required in that case.

Save an authorized HLS stream

For an accessible HLS URL found in an M3U or M3U8 file, try a stream copy first:

ffmpeg -i 'https://example.com/stream.m3u8' -c copy -bsf:a aac_adtstoasc output.mp4

The bitstream filter is useful when AAC audio is carried in ADTS format. If the video or audio codec is unsuitable for MP4 playback, re-encode:

ffmpeg -i 'https://example.com/stream.m3u8' -c:v libx264 -crf 20 -preset medium -c:a aac -b:a 192k output.mp4

Live streams can produce an incomplete recording if the process stops, segments expire, or the server provides only a temporary playlist. A playlist URL is not necessarily a downloadable file.

Join several local entries

Do not concatenate every M3U entry automatically: entries may be separate programs or channels. For compatible parts that belong to one recording, create files.txt with one source per line:

Join them without re-encoding:

ffmpeg -f concat -safe 0 -i files.txt -c copy output.mp4

The concat demuxer requires matching stream characteristics, including codecs, resolution, frame rate, time base, and audio layout. If the parts differ, use a video editor or normalize them to matching properties first; simply adding re-encoding to the same concat command does not reliably fix incompatible inputs.

Use desktop applications

Shutter Encoder provides an FFmpeg-based graphical workflow. Select Choose function → Rewrap for compatible streams without quality loss, or choose H.264 to re-encode and set AAC audio when the destination requires broad compatibility.

In VLC, select Media → Convert/Save, add the actual local video file or an accessible stream URL, choose an MP4/H.264 profile, select a destination filename ending in .mp4, and start the conversion. VLC is suitable for one accessible source but is less reliable for joining multiple playlist entries.

Use an online converter

CloudConvert and Zamzar can convert an uploaded video file when their current size, codec, and account limits allow it. They generally do not convert an M3U playlist itself or resolve URLs that require authentication, live access, cookies, or DRM. Extract the actual media file first, then upload it only if its contents are non-confidential and the transfer limit is acceptable.

Quality and compatibility limits

-c copy preserves source quality because it copies the encoded streams, but it does not improve a low-quality source and may not create a playable MP4. Re-encoding loses some quality; for H.264, CRF values around 18–23 are common, with lower values producing larger files and generally higher quality.

Changing the filename extension does not convert a file. DRM-protected streams cannot be converted with ordinary FFmpeg commands, and saving or combining copyrighted streams may require permission under the service terms and applicable law.

Simply put, it is impossible to convert M3U to MP4 directly.
Thus, there is no so-called m3u to mp4 converter or a free online .m3u to .mp4 conversion tool.
