It looks like that veg to mp4 conversion is mainly sought by users that would like to export their projects from Sonic Foundry (.veg files) as MPEG-4 video files (.mp4 files). You might be able to export .veg projects using the "File ► Render as.. " function found in Sony Vegas and you have several options how to save the projects and a choice between several output formats, including MPEG-4. Just remember to unselect the like "loop region" option, otherwise the resulting file will be just 1 or couple second long.
