Latest versions of Microsoft Word should still support old Microsoft Works documents (.wps) and you should be able to open these files and simply save them to other format, for example older doc MS Word format.
In case that you have access only to one of the previous version of Microsoft Office, you will have to download and install special Microsoft Works 6-9 File Converter that acts as plugin and add support for opening older MS Works documents.
Alternative world processors such as Apache OpenOffice.org Write or LibreOffice Write also most likely support MS Works formats, which means these should also be capable of wps to doc conversion just fine. You can also find dedicated document converters that support MS Works formats, for example ABC Amber Text Converter, which also can be possibly used to convert wps to doc.
Of course the most reliable solution would be to find some old copy of Works. Installation discs were often part of new laptop bundles, but installation files might also be found on abandonware sites.Open WPS file Open DOC file
