.cr files are generated by the CardRecovery software when deleted image data is found on an SD card; most commonly on mobile devices. These files are mostly .jpg images. When the recovery process has been completed, all you need to do is rename the extension from .cr to .jpg (or .jpeg). You won't require any special cr-to-jpg converter.

Simply put, it is impossible to convert CR to JPEG directly.
Thus, there is no so-called cr to jpeg converter or a free online .cr to .jpeg conversion tool.
