Use built-in desktop software

On macOS, open the TIFF in Preview and choose File → Export as PDF. To create a multi-page PDF, add the images to Preview’s thumbnail sidebar in the required order before exporting.

On Windows, open the TIFF in an image application, choose Print, select Microsoft Print to PDF, set the paper size and orientation, and save the output. A print-to-PDF workflow may alter page dimensions or margins, so inspect the result. Photoshop, GIMP, and similar graphics applications can export or print a TIFF as PDF after rotating pages, cropping borders, or changing color mode.

Quality and compatibility limitations

Resolution: Preserve the original pixel dimensions when detail matters. Scanned documents commonly use 300 dpi, but the required resolution depends on the smallest text, line width, and intended print size.
Compression: A lossless TIFF can produce a PDF containing JPEG-compressed images. Inspect small text, diagrams, and photographic detail, and choose lossless or higher-quality settings when the software provides them.
Page dimensions: TIFF primarily stores pixels, while PDF defines a physical page size. If the TIFF lacks reliable resolution metadata, software must infer the page dimensions, which can create unexpectedly small or large pages.
Color and transparency: Unusual color spaces, alpha channels, and 16-bit data may not work consistently in older viewers or print systems. Convert to standard RGB or grayscale when compatibility is more important than retaining the source representation.
Multiple pages: Confirm that every page transferred and that its order and rotation are correct. Some basic image viewers display only the first page of a multi-page TIFF even though the file contains more pages.
Searchability: Run OCR after conversion when the PDF needs selectable or searchable text. OCR accuracy depends on scan resolution, contrast, skew, language, and character quality.
