A recipient, document system, printer, or archive may accept PDF but reject image files such as TIFF. PDF also combines scanned pages into one ordered file with predictable layout for viewing, printing, and sharing.

What the TIF format is

TIFF, commonly identified by .tif or .tiff, is a raster-image format used for document scanning, desktop publishing, photography, maps, and archival masters. It supports grayscale, RGB, CMYK, high color depth, several compression methods, and sometimes multiple pages in one file. Scanners, Adobe Photoshop, GIMP, Windows Scan, macOS Image Capture, and document-management systems commonly create TIFF files.

TIFF stores pixels, not editable document text. A scanned page remains an image after conversion unless OCR is run separately.

What the PDF format is

PDF is a page-oriented document format that preserves page dimensions, object positioning, fonts, images, and print layout across operating systems. PDF viewers are available on most computers and phones, and many business, government, printing, and archival systems accept or require PDF.

Converting TIFF to PDF can combine multiple scanned images into one ordered document. It does not automatically improve image quality, reduce file size, or create editable or searchable text. Searchability requires OCR, either during conversion or in a separate step.

How to convert a TIFF to PDF

Using 101convert

Using macOS Preview

Open the TIFF in Preview.
For a multipage TIFF, display the sidebar with View → Thumbnails and arrange the pages if necessary.
Choose File → Export as PDF, specify the filename and destination, and save.

Confirm that every page was exported; support for unusual multipage TIFF variants can differ between macOS versions.

Using Windows

Open the TIFF in an application that can print images, such as Microsoft Photos.
Choose Print, select Microsoft Print to PDF, set the paper size, scale, and orientation, and select Print.
Enter a filename and inspect the PDF. For a multipage TIFF, use software with explicit multipage export if the print workflow outputs only the currently displayed page.

Printing to PDF may scale the image to the selected paper. Choose an option such as actual size when preserving the scan’s physical dimensions matters.

Using ImageMagick

ImageMagick can convert a single TIFF or the frames of a multipage TIFF:

magick -density 300 input.tif -compress Zip output.pdf

The -density value sets the intended input resolution when the TIFF lacks reliable resolution metadata; adjust it to the scan’s actual DPI. ImageMagick may be unable to write PDF when its security policy disables the PDF coder. In that case, use a desktop exporter or have an administrator change the policy; do not weaken security settings or process untrusted files with elevated privileges.

Quality and compatibility

Physical PDF page size depends on the TIFF’s pixel dimensions and resolution metadata, and converters do not all interpret that metadata identically. The same pixel dimensions marked as 150 DPI and 300 DPI produce different default page sizes. Check page dimensions before printing, and correct rotated or incorrectly cropped scans manually.

TIFF compression does not determine PDF compression. A converter may recompress the embedded image as JPEG, causing loss of fine text or line detail, or may create a larger file by keeping lossless data. Use lossless ZIP/Flate compression for text scans and archival copies when available; use JPEG only when a smaller file is more important than maximum detail.

Multipage TIFFs, uncommon compression types, alpha channels, CMYK data, and unusual metadata may be interpreted differently by converters. Verify every page, color, and transparency effect in the finished PDF. A PDF can contain image-only pages; run OCR when text search, copy, or accessibility is required, then check names, numbers, tables, and page order because OCR errors remain possible.

PDF/A is a separate archival conformance standard. Ordinary PDF export does not automatically produce PDF/A; select a verified PDF/A option in software that supports it and validate the result when an archive requires that standard.
