In LibreOffice Draw, use Insert → Image to place the TIFF, then select the image and use File → Export; choose EMF when the export format is offered.

These editor workflows preserve the TIFF as an embedded raster object. They are useful for positioning the image on a page or combining it with vector elements, not for tracing the bitmap into editable artwork.

Quality, compatibility, and limitations

  • Raster input stays raster: enlarging the resulting EMF cannot produce the smooth edges of true vector artwork. For editable vectors, trace the image with Inkscape or redraw it in a vector editor; automatic tracing can alter fine detail.
  • Multi-page TIFFs: EMF is normally treated as a single graphic. Convert each TIFF page separately when the source contains multiple pages, and name the outputs with page numbers.
  • Color and transparency: EMF support varies between applications. CMYK profiles, unusual TIFF compression, 16-bit channels, layers, and alpha transparency may be flattened, converted to RGB, or rendered differently.
  • Text handling: Text already rasterized in the TIFF cannot be selected or edited. Any text added in a vector editor can remain a separate EMF text or outline object, depending on export settings and font availability.
  • Compatibility: Test the file in the target Windows application. Non-Windows programs may provide incomplete EMF import, and newer EMF+ records are not interpreted identically by every reader.
