• XnView Classic: This image viewer can convert between many formats, but may not support GEM directly. Use it for initial format changes if needed.
• GEMView (for DOS/Atari): This legacy tool can open and save GEM metafiles. You may need to use an emulator or legacy system to run it.

For best results, vectorize your JPG in Inkscape, export as WMF, then use GEMView or a similar tool to convert WMF to GEM.

Step-by-step conversion process
