What the MPEG format is
MPEG (Moving Picture Experts Group) is a family of video standards, not one single codec. Files ending in .mpg or .mpeg commonly contain MPEG-1 or MPEG-2 video with MPEG Layer II or MP2 audio. DVD video, older camcorders, television captures, and legacy editing software frequently produce these files.
Most desktop players, including VLC, can open MPEG files, but a Windows application may reject a particular MPEG codec, container variant, or audio stream even when the filename ends in .mpg.
What the WMV format is
WMV usually refers to Microsoft’s Windows Media Video codecs, commonly stored in an Advanced Systems Format (ASF) container with a .wmv extension. WMV is suited to older Windows applications, Windows Media Player, legacy presentation systems, and devices that do not accept MPEG input.
WMV can provide a useful quality-to-size tradeoff at a reduced bitrate, but it is less compatible than H.264 MP4 with current phones, browsers, and non-Windows software. Choose WMV for a specific compatibility requirement rather than as a general-purpose modern delivery format.
How to convert MPEG to WMV

Using FFmpeg
FFmpeg is a desktop command-line option that provides direct control over codecs and bitrates. After installing FFmpeg, open a terminal in the folder containing the source file and run:
ffmpeg -i input.mpg -c:v wmv2 -b:v 2M -c:a wmav2 -b:a 192k output.wmv
Replace input.mpg with the actual filename. This command encodes the video as WMV2, the audio as Windows Media Audio 2, and writes both streams to output.wmv. Use a lower value such as -b:v 1M for a smaller file or a higher value such as -b:v 3M to retain more detail.
For a source without audio, omit audio encoding with:
ffmpeg -i input.mpg -c:v wmv2 -b:v 2M -an output.wmv
Inspect the source codecs, resolution, frame rate, and audio streams first with:
ffprobe input.mpg
Some older devices require a particular frame size, frame rate, bitrate, or WMV/WMA codec combination. For example, add -s 1280x720 to resize to 1280×720 or -r 30 to set 30 frames per second, but do not change the frame rate unless the target requires it.
Quality and compatibility limits
MPEG-1 or MPEG-2 video cannot be converted to WMV by renaming the extension. The video and usually the audio must be decoded and re-encoded, which can introduce softness, blocking, banding, or audio-video synchronization problems, especially when the MPEG source is already compressed.
Use a video bitrate close to or above the source bitrate when preserving detail matters. A lower bitrate reduces file size but permanently discards more image information. Conversion cannot restore detail already lost in the original file.
Keep the original MPEG file as an archive and test the WMV output in the target software or device before deleting the source. If a valid WMV file fails to play, check the target’s required video codec, audio codec, resolution, frame rate, bitrate, and maximum file size; a generic WMV extension does not guarantee compatibility with every legacy implementation.
HandBrake is not a suitable direct MPEG-to-WMV recommendation because standard HandBrake builds do not provide WMV as an output format.
