Older video-conferencing systems, mobile phones, and embedded players may require H.263 instead of MPEG video. Converting can also reduce bitrate for low-bandwidth transmission, but H.263 output may require a 3GP container rather than a standalone video file.

What the MPEG format is

MPEG is a family of video and audio standards, not one single codec. Files with .mpg or .mpeg commonly contain MPEG-1 video from VCD-era software or MPEG-2 video from DVD authoring tools, digital television recorders, cameras, and older editing applications.

MPEG files may contain video, audio, or both. The source codec and container determine what can be preserved during conversion; changing the filename extension does not convert the encoded video.

What the H.263 format is

H.263 is a low-bitrate video codec designed for videoconferencing and early mobile multimedia. It is suitable for older hardware and restricted networks because it produces small files at modest resolutions, especially QCIF (176×144) and CIF (352×288).

H.263 is technically a codec rather than a complete container format. A raw H.263 elementary stream normally uses the .h263 extension and contains no audio. For playback on phones or legacy media devices, H.263 video is often stored in a .3gp file with a compatible audio stream.

How to convert MPEG to H.263

For a simple conversion without installing software, use the video converter on 101convert.com, select the MPEG file as the input, choose H.263 as the output format, configure the resolution or bitrate if those options are available, and download the converted file.

FFmpeg provides more control on a desktop. Install a build that includes the native H.263 encoder, then convert an MPEG file to a raw H.263 stream:

ffmpeg -i input.mpg -c:v h263 -b:v 256k -an -f h263 output.h263

-c:v h263 selects H.263 encoding, -b:v 256k sets the video bitrate, and -an removes audio because a raw .h263 stream does not carry it. Add a compatible output size when the receiving device has fixed limits:

ffmpeg -i input.mpg -vf scale=352:288 -c:v h263 -b:v 256k -an -f h263 output.h263

For a playable 3GP file with audio, use a 3GP container instead:

ffmpeg -i input.mpg -vf scale=352:288 -c:v h263 -b:v 256k -c:a aac -b:a 32k -ar 8000 -ac 1 output.3gp

If the target device specifically requires AMR audio, FFmpeg may need an AMR-enabled build:

ffmpeg -i input.mpg -vf scale=176:144 -c:v h263 -b:v 128k -c:a libopencore_amrnb -b:a 12.2k -ar 8000 -ac 1 output.3gp

Quality and compatibility limits

H.263 is substantially older and less efficient than MPEG-4 AVC or H.265. At the same bitrate, it normally produces more blocking and blur, particularly during motion. Lowering the source resolution and bitrate helps older decoders but permanently removes detail.

Check the target device before choosing raw .h263 or .3gp. Some devices accept only specific H.263 profiles, frame rates, resolutions, bitrates, and audio codecs. A raw H.263 file may play in FFmpeg-based software but fail in a consumer player that expects a 3GP container.

Conversion requires decoding the MPEG source and encoding it again, so it is lossy even when the output resolution is unchanged. Inspect the result with ffprobe output.h263 or ffprobe output.3gp to verify the codec, dimensions, frame rate, bitrate, and audio streams.
