Older mobile phones, video-conferencing systems, and legacy playback software may require H.263 instead of H.264 video. The conversion is a codec transcode, so it is needed when the destination cannot decode the original .264 stream.

What the 264 format is

.264 normally contains a raw H.264/AVC elementary video stream rather than a complete media container. CCTV recorders, IP cameras, hardware encoders, video-editing exports, and FFmpeg-based workflows commonly produce it. Because it usually has no container metadata, the file may contain video only, with no audio, timestamps, subtitles, or reliable information about frame rate.

H.264 provides much better compression and quality than H.263 at comparable bitrates, but raw .264 files are not accepted by every player or editor. Check the stream before conversion with ffprobe input.264.

What the H263 format is

H.263 is an older video codec designed for low-bitrate video conferencing, early web video, and mobile devices. It is commonly stored in a 3GP, AVI, or other container rather than used as a completely self-describing file format; raw elementary streams may use .h263 or .263.

H.263 can work on legacy hardware and networks with limited bandwidth, but it supports fewer modern encoding features and generally needs a higher bitrate than H.264 for similar visual quality. Use a container such as 3GP when the receiving device expects a playable file rather than a raw stream.

How to convert 264 to H263

The most reliable desktop method is FFmpeg. Install a build that includes the native H.263 encoder, then run:

ffmpeg -f h264 -i input.264 -c:v h263 -q:v 5 -an output.3gp

This command reads the raw H.264 stream, encodes it as H.263, omits audio because a raw .264 input normally has none, and places the result in a 3GP container. A lower -q:v value requests higher quality and a larger file; test values from 4 to 8 for older devices.

For a raw H.263 elementary stream instead of a 3GP file, use:

ffmpeg -f h264 -i input.264 -c:v h263 -q:v 5 -f h263 output.h263

If the source is actually an MP4, MKV, or another container whose filename was changed to .264, omit -f h264 and let FFmpeg inspect the container:

ffmpeg -i input.264 -c:v h263 -q:v 5 -an output.3gp

On 101convert.com, you can convert the file for free without installing software. Select the video, choose H.263 or the required 3GP/H.263 output when available, convert it, and download the result.

Quality and compatibility limits

The conversion decodes H.264 and re-encodes the frames as H.263, so it is lossy; changing the filename or copying the stream cannot perform this conversion. H.263 implementations often support only restricted frame sizes and may reject modern resolutions, high frame rates, or pixel formats. If encoding fails, scale the video to a legacy size such as 352×288 and use a compatible frame rate:

ffmpeg -f h264 -i input.264 -vf scale=352:288 -r 15 -c:v h263 -q:v 6 -an output.3gp

Some devices require a specific H.263 profile, bitrate, frame size, or 3GP variant. Inspect the generated file with ffprobe output.3gp; if the target device still rejects it, match its documented resolution, frame rate, bitrate, and container requirements rather than increasing quality settings.
