A DVD player, DVD-authoring application, or older set-top device may require MPEG-2 video in a VOB container instead of a raw H.264 stream. Converting the file also packages compatible audio and video for DVD production, although a standalone VOB is not a complete DVD structure.

What the 264 format is

.264 normally contains a raw H.264/AVC elementary video stream without a general-purpose container such as MP4 or MKV. Security cameras, screen recorders, surveillance systems, video encoders, and some editing or capture programs create this format. A raw 264 file may contain video only, so audio cannot be recovered if the recording stored it separately or did not record it.

What the VOB format is

.vob is a DVD MPEG program stream, typically containing MPEG-2 video plus AC-3, MPEG audio, or PCM audio. DVD players use VOB files inside a VIDEO_TS folder together with IFO navigation files and BUP backups. VOB is useful when authoring a video DVD or supporting hardware that does not decode H.264, but it generally requires re-encoding because DVD video uses MPEG-2 rather than H.264.

How to actually convert 264 to VOB

For an occasional file, you can convert it for free on the 101convert.com website without installing software. Upload the 264 file, select VOB as the output format, start the conversion, and download the result. The service can produce a playable VOB, but it does not by itself create the complete DVD folder and menu structure.

For local, repeatable conversion, FFmpeg is the practical desktop tool:

  1. Install FFmpeg and verify that the source is readable with ffprobe input.264.
  2. For an NTSC DVD-compatible VOB, run ffmpeg -i input.264 -map 0:v:0 -map 0:a:0? -target ntsc-dvd -c:v mpeg2video -c:a ac3 -b:a 192k output.vob.
  3. For PAL DVD parameters, replace -target ntsc-dvd with -target pal-dvd.
  4. If the 264 file has no audio, use ffmpeg -i input.264 -map 0:v:0 -an -target ntsc-dvd -c:v mpeg2video output.vob. Add audio from a separate recording before DVD authoring rather than expecting the conversion to create it.

To make an actual DVD, import the resulting video into a DVD-authoring application and select the correct television standard. The authoring application creates the required VIDEO_TS.IFO, .BUP, and additional VOB files, then builds an ISO image or writes the disc.

Quality, compatibility, and limitations

The conversion from H.264 to MPEG-2 is normally lossy: increasing the bitrate cannot restore detail already lost in the source. DVD video is limited to 720×480 at 29.97 or 23.976 fps for NTSC and 720×576 at 25 fps for PAL; scaling or frame-rate conversion may therefore be necessary. Choose the standard that matches the intended player, because NTSC and PAL compatibility varies by hardware.

A file named output.vob may play in a media player while still failing as a disc because DVD navigation metadata is missing. For strict DVD compatibility, use DVD-compliant MPEG-2 settings and author the complete disc structure rather than merely renaming an MP4 or changing the extension.
