Raw H.264 video files are often produced by CCTV systems, IP cameras, and encoders that save an elementary stream instead of a playable container. Converting one to F4V packages the video for older Flash-based players, Adobe video workflows, or software that specifically requires an F4V container.

What the 264 format is

A .264 file usually contains an elementary H.264/AVC video stream with no container metadata and often no audio. Security cameras, DVRs, camcorders, hardware encoders, FFmpeg, and video-analysis systems can create this format. Because the stream may lack reliable timestamps, frame rate, resolution metadata, audio, and rotation information, some media players cannot open it directly.

What the F4V format is

F4V is Adobe's H.264-based Flash Video container, derived from the ISO Base Media File Format. It stores H.264 video and can contain AAC audio, metadata, timestamps, and streaming-related information. F4V was used with Adobe Flash Player and Adobe Media Server; Flash Player is discontinued, so modern playback and distribution normally use MP4 instead.

How to actually convert 264 to F4V

Using 101convert.com

  1. Open the Video conversion page on 101convert.com.
  2. Upload the .264 file and select F4V as the output format.
  3. Start the conversion, then download the generated .f4v file.

This method requires no installed software. The result can contain only video because raw 264 files commonly have no audio stream.

Using FFmpeg

Install FFmpeg, open a terminal in the directory containing the source file, and try a stream-copy conversion first:

ffmpeg -f h264 -i input.264 -c:v copy -an -f f4v output.f4v

-f h264 tells FFmpeg to read a raw H.264 stream, -c:v copy avoids quality loss and re-encoding, and -an explicitly omits audio. If the installed FFmpeg build does not provide an F4V muxer, use its compatible MP4/Flash Video output support or convert through an intermediate MP4 container.

If stream copying produces invalid timestamps, playback errors, or an output that a target application rejects, re-encode the video:

ffmpeg -f h264 -i input.264 -c:v libx264 -pix_fmt yuv420p -preset medium -crf กล

The preceding command must include a numeric CRF value; for example:

ffmpeg -f h264 -i input.264 -c:v libx264 -pix_fmt yuv420p -preset medium -crf 20 -an -f f4v output.f4v

Use a lower CRF for higher quality and larger files. Re-encoding cannot restore detail already lost in the source.

Quality and compatibility limitations

A raw 264 stream may not identify its frame rate or dimensions correctly. If playback is too fast, too slow, or incorrectly sized, provide the known values explicitly, such as -framerate 25, before the input option, or re-encode after setting the correct dimensions.

F4V does not solve missing audio, damaged H.264 data, or unknown camera-specific encryption. Some F4V muxers accept only H.264 video and AAC audio; unsupported codecs must be transcoded. Test the output with the software that will open it, because current players may support MP4 but not the legacy F4V container.
