Programs and mobile devices that accept .3gp may reject a raw .264 stream because the formats use different storage structures. Converting the stream places its H.264 video in a 3GPP container for handset playback, messaging, or older multimedia software.

What the 264 format is

.264 usually identifies a raw H.264/AVC elementary video stream. Security cameras, screen recorders, video encoders, and capture hardware commonly create it. Unlike a normal container such as MP4, a raw stream generally has no standard metadata, audio track, subtitles, or universally reliable timing information; the filename extension may be the only clue that the payload is H.264 video.

What the 3GPP format is

.3gp is a 3GPP multimedia container designed for mobile phones and cellular multimedia systems. It can contain H.264 or older MPEG-4 Part 2 and H.263 video, together with AAC or AMR audio. It is useful when a handset, legacy player, messaging application, or editing program specifically requires 3GPP. The container is typically smaller and more compatible with older mobile hardware than a modern high-bitrate video file, but it does not inherently improve video quality.

How to actually convert 264 to 3GPP

Using the online converter

You can convert the file for free on the 101convert.com website without installing software: select the Video converter, upload the .264 file, choose 3GPP or .3gp as the output, start the conversion, and download the resulting file. This is suitable when the source is a standard H.264 stream and no detailed codec control is required.

Using FFmpeg

FFmpeg can often remux the H.264 stream without re-encoding, which preserves the encoded video and avoids generation loss:

ffmpeg -f h264 -i input.264 -c:v copy -an output.3gp

The -f h264 option tells FFmpeg to read the input as a raw H.264 stream, while -an disables audio because a raw .264 file normally contains none. If the 3GPP muxer rejects the video profile, timestamps, or stream parameters, re-encode to a conservative mobile-compatible format:

ffmpeg -f h264 -i input.264 -c:v libx264 -profile:v baseline -level 3.0 -pix_fmt yuv420p -an output.3gp

For a separate audio file, add it as another input and encode it to a codec supported by the intended device, for example:

ffmpeg -f h264 -i input.264 -i audio.m4a -map 0:v:0 -map 1:a:0 -c:v copy -c:a aac -b:a 96k output.3gp

Quality, compatibility, and limitations

Remuxing with -c:v copy does not change resolution, bitrate, frame rate, or quality, but it can fail when the raw stream lacks usable timing data or uses H.264 features unsupported by the 3GPP container or target device. Re-encoding with Baseline H.264 and yuv420p improves compatibility at the cost of some quality and processing time.

A raw stream may not contain the frame-rate information required for correct playback duration, so FFmpeg may need an explicit input rate, such as -r 25, placed before -i input.264. Use the source camera or encoder settings rather than guessing. Older phones may also impose limits such as low maximum resolution, Baseline-only H.264, low frame rates, or AMR audio rather than AAC.
