Security cameras and DVRs often save video as raw .264 streams that ordinary editors cannot open directly. Converting the stream to MJPEG makes each frame independently decodable for video editing, inspection, and compatibility with older capture or playback software.
What the 264 format is
In the Video category, .264 usually contains a raw H.264/AVC elementary stream, commonly produced by CCTV cameras, DVRs, NVRs, and IP-camera export tools. H.264 stores video as interdependent compressed frames, so a raw file may contain no filename metadata, audio, container information, or reliable timestamps.
Some surveillance systems use proprietary H.264 variants or add encryption, which can prevent standard converters from reading the file. A file that technically contains H.264 may also use another extension such as .h264 or be packaged inside a vendor-specific recording format.
What the MJPG format is
MJPG, or Motion JPEG, stores video as a sequence of independent JPEG images. Each frame can be decoded or edited without reading neighboring frames, which suits frame-accurate editing, analysis, older software, and devices that support MJPEG capture.
MJPEG is easier to process than H.264 but normally produces much larger files at comparable resolution and frame rate. MJPG may refer to the video codec rather than a complete container; an .avi file containing an MJPEG video stream is often more compatible than a bare .mjpg elementary stream.
How to actually convert 264 to MJPG
Using FFmpeg
FFmpeg is suitable when the file contains standard raw H.264. Run:
ffmpeg -f h264 -i input.264 -c:v mjpeg -q:v 3 -an output.avi
The -f h264 option identifies the raw input, -c:v mjpeg selects Motion JPEG encoding, -q:v 3 sets high JPEG quality, and -an omits audio because raw .264 files generally contain none. Use a value from 2 to 5 for high quality; larger values reduce quality and file size.
If the source has a known frame rate or dimensions that FFmpeg cannot detect, specify them before the input:
ffmpeg -f h264 -framerate 25 -video_size 1920x1080 -i input.264 -c:v mjpeg -q:v 3 -an output.avi
Replace 25 and 1920x1080 with the camera's actual values. Incorrect settings can cause distorted images, wrong playback speed, or decoding errors. To create a bare MJPEG stream instead of an AVI container, use:
ffmpeg -f h264 -i input.264 -c:v mjpeg -q:v 3 -f mjpeg output.mjpg
Using the online converter
You can convert the file for free on the 101convert.com website without installing software. Upload the .264 file, select MJPG as the output, start the conversion, and download the resulting file. This option may fail when the recording is proprietary, encrypted, unusually large, or missing information required to identify its video parameters.
Quality, compatibility, and limitations
The conversion decodes H.264 and re-encodes every frame as JPEG, so it is not lossless; JPEG quality depends on the selected quality setting. MJPEG files are typically several times larger than the original H.264 recording, and converting cannot restore detail already lost in the source.
Raw H.264 often has no dependable frame-rate metadata. If the converted video plays too quickly, too slowly, or with incorrect timing, repeat the conversion with the camera's recorded frame rate. Surveillance files may also contain multiple streams, unusual resolution changes, damaged frames, or vendor-specific headers that require the manufacturer's export software before FFmpeg can process them.
Use output.avi when the receiving application expects a conventional video file. Use output.mjpg only when the application explicitly accepts an MJPEG elementary stream.
