How to actually convert 264 to TS

Using FFmpeg without re-encoding

FFmpeg is the most direct desktop method when the source contains valid H.264 data. Run:

ffmpeg -f h264 -i input.264 -c:v copy -f mpegts output.ts

The -f h264 option identifies the raw input, -c:v copy preserves the encoded video, and -f mpegts selects the output container. If the source frame rate is not signaled correctly, provide it explicitly, for example:

ffmpeg -f h264 -framerate 25 -i input.264 -c:v copy -f mpegts output.ts

Replace 25 with the camera or encoder's actual frame rate. A wrong value changes playback speed and timestamp spacing.

Re-encoding when remuxing is rejected

Some raw streams contain unusual NAL units or parameters that an MPEG-TS target does not accept cleanly. Re-encode with:

ffmpeg -f h264 -framerate 25 -i input.264 -c:v libx264 -pix_fmt yuv420p -f mpegts output.ts

Re-encoding takes longer and can reduce quality, but it can produce a more compatible H.264 stream. Adjust -crf 18 to -crf 28 for a quality-versus-size setting; lower values preserve more quality and create larger files.
