Devices and older mobile software that accept only the 3G2 container may require a raw H.264 video stream to be repackaged and transcoded. Converting it can also make surveillance or camera footage easier to open on legacy phones and media players.

What the 264 format is

.264 files usually contain a raw H.264/AVC elementary video stream rather than a complete media container. IP cameras, CCTV/DVR systems, screen recorders, video encoders, FFmpeg, and some camera utilities create this type of file.

A raw stream normally has no filename-level metadata, audio track, reliable timestamps, subtitle track, or container index. Some programs label H.264 data with .264 even when the stream uses a manufacturer-specific header, so a file may require the original camera or DVR software before standard conversion tools can read it.

What the 3G2 format is

.3g2 is the 3GPP2 multimedia container developed for CDMA mobile networks and older mobile phones. It can contain video encoded as H.263 or MPEG-4 Part 2 and audio such as AMR-NB, making it suitable for legacy handsets, basic mobile players, and software that does not accept raw H.264 streams.

3G2 is an older, compatibility-oriented format with fewer codec and resolution options than modern MP4. Its main advantage is support on specific legacy devices, not improved image quality or compression efficiency.

How to convert 264 to 3G2

Using FFmpeg

FFmpeg is suitable when the file is a standard raw H.264 stream. Place the input file in a working folder and run:

ffmpeg -f h264 -i input.264 -c:v mpeg4 -q:v 4 -pix_fmt yuv420p -an output.3g2

The -f h264 option tells FFmpeg to interpret the input as an elementary H.264 stream. The command transcodes video to MPEG-4 Part 2, a codec commonly accepted by 3G2 players; -q:v 4 controls quality, with lower values generally producing higher quality and larger files. -pix_fmt yuv420p improves compatibility with older hardware, while -an omits audio because a raw .264 file usually has no audio track.

For a smaller file, increase the quality value, for example -q:v 7. To target an older phone, explicitly reduce the frame size and frame rate:

ffmpeg -f h264 -i input.264 -vf scale=176:144 -r 15 -c:v mpeg4 -q:v 6 -pix_fmt yuv420p -an output.3g2

If the source includes a separate audio file, encode it as AMR-NB when the installed FFmpeg build provides that encoder:

ffmpeg -f h264 -i input.264 -i audio.wav -c:v mpeg4 -q:v 5 -c:a libopencore_amrnb -ar 8000 -ac 1 -b:a 12.2k -pix_fmt yuv420p output.3g2

Check the available encoders with ffmpeg -encoders. If AMR-NB encoding is unavailable, omit the audio or use the audio codec required by the target device; simply copying an incompatible source audio stream can make the 3G2 file fail on that device.

Using the online converter

You can convert the file on 101convert.com for free without installing software: upload the .264 file, select 3G2 as the output format, start the conversion, and download the resulting .3g2 file. This works only when the uploaded file contains a standard H.264 stream that the converter can identify.

Quality, compatibility, and limitations

Changing the container alone is not usually sufficient. Raw H.264 may be unsupported by the 3G2 muxer or by the destination phone, so transcoding to MPEG-4 Part 2 or H.263 is safer than copying the H.264 bitstream.

The conversion is lossy when the video codec changes. Preserve the original .264 file for archiving, and test the output on the actual phone or player because 3G2 implementations differ in maximum resolution, frame rate, audio codec, and file size.

Raw H.264 streams can lack duration and timestamp information. FFmpeg reconstructs timing from the stream, but variable frame rates, damaged camera footage, or proprietary headers can cause incorrect duration, jerky playback, or conversion failure. If FFmpeg reports invalid NAL units or cannot detect the stream, export the recording through the camera/DVR manufacturer’s software first.
