What the MPEG format is

MPEG is a family of video and audio compression standards, not one single format. Files ending in .mpg or .mpeg commonly contain MPEG-1 or MPEG-2 video with MP2 audio, although some files use other audio codecs; MPEG-4 video is more often stored in containers such as MP4, so the filename extension alone does not identify the codecs.

MPEG-1 files occur in VCD-era software and archives. MPEG-2 is common in DVD authoring, digital television captures, camcorders, and video-capture hardware. These sources often contain interlaced video and MPEG program streams, which can cause playback or editing problems in newer applications.

What the FLV format is

FLV (Flash Video) is a container designed for progressive network playback and Adobe Flash Player. It can store H.264 video with AAC audio, or older VP6 video with MP3 or Nellymoser audio. H.264/AAC usually provides better quality and broader support than the older VP6/MP3 combination.

FLV remains relevant to legacy media servers, archived Flash websites, and applications that explicitly require an .flv file. It is not a modern browser format: Flash Player has been discontinued, and current websites generally use MP4, WebM, or adaptive streaming formats.

How to convert MPEG to FLV

Using FFmpeg

FFmpeg is the most controllable desktop option and runs on Windows, macOS, and Linux. Open a terminal in the folder containing the source file and run:

ffmpeg -i input.mpg -c:v libx264 -pix_fmt yuv420p -preset medium -crf 23 -c:a aac -b:a 128k -ar 44100 -f flv output.flv

Replace input.mpg and output.flv with the actual filenames. This decodes the MPEG stream and re-encodes it as H.264 video and AAC audio inside an FLV container. A lower CRF value produces higher quality and a larger file; values from about 18 to 28 are practical for H.264. Use a fixed bitrate when required by a legacy server, for example -b:v 1500k instead of -crf 23.

MPEG-2 sources are often interlaced. If the converted video shows comb-shaped artifacts on a progressive display, deinterlace during encoding:

ffmpeg -i input.mpg -vf yadif -c:v libx264 -pix_fmt yuv420p -crf 23 -c:a aac -b:a 128k -f flv output.flv

Do not deinterlace automatically when the destination supports interlaced playback; retaining the fields can preserve motion detail. Check the result with:

ffprobe output.flv

Verify that the output contains the codecs required by the target application, has the expected frame rate and duration, and plays correctly. Current HandBrake releases are not suitable when FLV is mandatory because FLV is not one of their standard output containers; use FFmpeg or a graphical converter that explicitly supports FLV with H.264 and AAC.

Quality and compatibility caveats

Some legacy FLV players accept only VP6 video or MP3 audio, while others support H.264/AAC. Check the target application's codec requirements before converting. An FLV file will not become playable in software that has removed Flash or lacks an FLV demuxer, and converting to FLV does not restore Flash support in modern browsers.
