How to convert MPG to FLV with FFmpeg

FFmpeg is the most controllable desktop option for Windows, macOS, and Linux. It is preferable to tools that merely rename the extension because conversion may require re-encoding both streams.

  1. Install FFmpeg from a trusted package source and open a terminal or Command Prompt in the folder containing the MPG file.
  2. Run this command, replacing the input filename as needed:
ffmpeg -i input.mpg -c:v libx264 -pix_fmt yuv420p -preset medium -crf 23 -c:a aac -b:a 128k -ar 44100 -f flv output.flv

This encodes H.264 video and AAC audio, uses the broadly compatible 4:2:0 pixel format, and writes output.flv. Lower -crf values produce higher quality and larger files; values from about 20 to 28 are practical starting points. Keep the original MPG because re-encoding introduces generation loss.

Direct stream copying avoids re-encoding but works only when every source stream and parameter is valid for FLV:

ffmpeg -i input.mpg -c copy -f flv output.flv

Typical MPEG-1 or MPEG-2 MPG video is not suitable for direct copying into FLV, so the H.264/AAC command is more reliable. If the source is interlaced and the output shows comb-like motion artifacts, add the deinterlacing filter:

ffmpeg -i input.mpg -vf yadif -c:v libx264 -pix_fmt yuv420p -preset medium -crf 23 -c:a aac -b:a 128k -ar 44100 -f flv output.flv

FFmpeg retains the source dimensions and frame rate unless you add scaling or frame-rate options. Check the result for interlacing, aspect-ratio changes, audio sync, and truncated footage.

Convert with a graphical application

VLC can convert files through Media → Convert/Save → Add → Convert/Save. Choose a profile that produces H.264 video and AAC or MP3 audio, set an output filename ending in .flv, and start the conversion. FLV profiles and codec controls vary by VLC version, so verify that the resulting file actually opens in the intended legacy player.

HandBrake is useful for producing modern MP4 files, but it generally does not provide FLV output in current releases and should not be presented as an FLV conversion solution. A dedicated desktop converter can work if its documented output settings include an FLV container and compatible video and audio codecs.
