MPEG-1 is one of the most common and well-supported multimedia format, which means that it should be supported in pretty much every dedicated multimedia converter.  Just keep in mind the resulting quality will depend on the original and generally won't improve but may be even lower, nonetheless mpg to h264 conversion is possible, albeit sometimes pointless.
