Some older Windows applications, media players, and editing workflows accept WMV but cannot open ISMV files. Converting the fragmented Smooth Streaming video to WMV also creates a single file that is easier to store, share, or import into legacy software.

What the ISMV format is

ISMV is the filename extension used for Microsoft IIS Smooth Streaming video fragments. It is based on fragmented MPEG-4 Part 12, commonly contains H.264 video and AAC audio, and is designed for adaptive streaming rather than ordinary file playback.

Microsoft Expression Encoder and IIS Media Services can create ISMV files. You may encounter them in Smooth Streaming publishing directories, archived streaming packages, or exports containing companion .isma audio fragments and a manifest such as .ism or .ismc. An ISMV file may contain one encoded bitrate representation rather than a complete multi-bitrate presentation.

What the WMV format is

WMV is Microsoft's Windows Media Video format, normally stored in an ASF container with a .wmv extension. It is supported by many older Windows applications, Windows Media Player installations, presentation tools, and editing systems.

WMV can provide smaller files at older delivery bitrates and is useful when a target program specifically requires Windows Media codecs. It is less suitable for modern web playback than H.264 in MP4, and conversion normally requires re-encoding because H.264 video and AAC audio from ISMV are not the usual WMV stream formats.

How to actually convert ISMV to WMV

For a local conversion, FFmpeg is the most direct option because it can read fragmented MP4-based media and write an ASF/WMV file.

1. Install FFmpeg from a trusted package source and confirm that the executable is available in the command line.
2. Inspect the source streams with ffprobe input.ismv. Check whether it contains video, audio, or only one of them.
3. Convert a file containing video and audio with:
   ffmpeg -i input.ismv -c:v wmv2 -b:v 2M -c:a wmav2 -b:a 128k output.wmv
4. For a video-only source, omit audio with:
   ffmpeg -i input.ismv -c:v wmv2 -b:v 2M -an output.wmv
5. Open output.wmv in the target application and check synchronization, duration, and seeking before deleting the source.

Adjust -b:v 2M to match the source resolution and required quality. For example, 1M may suit low-resolution video, while 3–5M may be needed for 720p content. Set -r 25 or -r 30 only when the destination requires a fixed frame rate; otherwise FFmpeg preserves the source timing.

Quality, compatibility, and limitations

WMV conversion is generally lossy because the video is decoded and encoded again. Re-encoding cannot restore detail already lost in the ISMV source, so keep the original file for archival use.

If the ISMV is encrypted, DRM-protected, incomplete, or only one fragment from a larger Smooth Streaming presentation, FFmpeg may fail or produce only part of the program. In that case, obtain the complete unprotected source or export the media from the original encoding system.

When FFmpeg reports that the input contains multiple video streams, select the required representation explicitly, for example -map 0:v:0 -map 0:a:0. If the target software rejects the resulting WMV, try standard Windows Media codecs with explicit pixel and audio settings: ffmpeg -i input.ismv -c:v wmv2 -pix_fmt yuv420p -c:a wmav2 -ar 44100 -ac 2 output.wmv.
