ISMV files are Smooth Streaming video segments, while OGV is supported by applications that expect an Ogg container with Theora or another Ogg-compatible video codec. Converting is usually necessary for older Linux media players, Ogg-based publishing workflows, or software that cannot open fragmented MP4 directly.

What the ISMV format is

ISMV is the filename extension used for fragmented MPEG-4 video in Microsoft Smooth Streaming. IIS Media Services and Microsoft Expression Encoder commonly produced ISMV segments, usually alongside an .ism server manifest and sometimes an .isml manifest.

An ISMV file is not normally a complete standalone movie: a streaming presentation may be split into multiple bitrate and time segments. The file generally contains H.264 video and AAC audio in an MP4-derived container. DRM, missing segments, or a manifest-dependent stream can prevent a converter from reconstructing the complete program.

What the OGV format is

OGV is an Ogg container commonly used for video encoded with Theora, paired with Vorbis audio. It is supported by some Linux and open-source media players, web publishing systems, and applications that specifically request an Ogg video file.

Because H.264/AAC from ISMV is not the usual OGV codec combination, conversion normally requires transcoding, not just changing the filename or remuxing the existing streams. OGV can be useful when an application requires Ogg, but it is generally less efficient than modern H.264 or AV1 containers.

How to convert ISMV to OGV

For a complete, readable ISMV file, FFmpeg is the most practical desktop command-line option. Install a build that includes libtheora and libvorbis, then inspect the source:

ffprobe input.ismv

Convert the video and audio to Theora and Vorbis:

ffmpeg -i input.ismv -c:v libtheora -q:v 7 -c:a libvorbis -q:a 5 output.ogv

FFmpeg's Theora quality scale commonly uses values from 0 to 10; higher values produce better quality and larger files. Vorbis quality values usually range from -1 to 10. Use a lower video value, such as -q:v 5, for a smaller file.

To force a widely compatible pixel format and avoid problems with unusual source dimensions, use:

ffmpeg -i input.ismv -vf format=yuv420p -c:v libtheora -q:v 7 -c:a libvorbis -q:a 5 output.ogv

If the source contains no audio, omit the audio encoder:

ffmpeg -i input.ismv -vf format=yuv420p -c:v libtheora -q:v 7 -an output.ogv

Quality and compatibility limitations

Transcoding from H.264 to Theora causes generation loss. Keep the original ISMV files and choose a higher Theora quality setting when the OGV will be edited or encoded again.

If an ISMV belongs to a multi-segment Smooth Streaming presentation, converting one segment creates only that segment, not the full video. Obtain all required segments and reconstruct the source first, or use the original downloadable MP4 when available.

Some FFmpeg builds report Unknown encoder 'libtheora' or Unknown encoder 'libvorbis'. Install a full FFmpeg build with those libraries enabled. Renaming input.ismv to output.ogv does not convert either the container or the codecs.
