Devices and browser-based workflows that accept Ogg video may reject H.265/HEVC files, so the video must be re-encoded as OGV. OGV is also useful when publishing video in software or web projects that specifically support the Ogg container and Theora codec.

What the H.265 format is

H.265, also called HEVC, is a video compression standard designed to deliver similar visual quality at substantially lower bitrates than H.264. Phones, action cameras, screen recorders, Blu-ray software, and modern video editors commonly create H.265 video, usually stored in .mp4, .mkv, or .mov containers.

H.265 support depends on the operating system, browser, hardware decoder, and application. A file can therefore play correctly in VLC or a recent media player while failing in older editing software or an Ogg-based publishing workflow.

What the OGV format is

OGV is an Ogg container normally containing Theora video and Vorbis audio. It is an open format supported by tools such as FFmpeg and suitable for software projects, archival workflows that require open codecs, and older HTML5 video deployments designed around Ogg.

Theora generally compresses less efficiently than H.265 and has less hardware support. OGV is appropriate when the receiving application explicitly requires Ogg/Theora, not as a general-purpose quality or size upgrade.

How to convert H.265 to OGV

Using FFmpeg

Install a current FFmpeg build that includes libtheora and libvorbis, then open a terminal in the folder containing the source file. Run:

ffmpeg -i input.mp4 -c:v libtheora -q:v 7 -c:a libvorbis -q:a 4 output.ogv

Replace input.mp4 with the actual H.265 filename; the input extension may instead be .mkv or .mov. The -q:v value controls Theora quality, with higher values producing larger files; values from 5 to 8 are a practical starting range. The -q:a value controls Vorbis audio quality.

For a silent source, omit audio encoding and use:

ffmpeg -i input.mkv -c:v libtheora -q:v 7 -an output.ogv

To preserve a specific frame rate and dimensions, add options such as -r 30 and -vf scale=1280:-2. Scaling is optional; avoid it when the original dimensions are already suitable.

Using the online converter

You can convert the file for free on 101convert.com without installing software: upload the H.265 video, choose OGV as the output format, start the conversion, and download the resulting file.

Quality and compatibility limitations

This conversion normally requires transcoding: H.265 video cannot be copied directly into an OGV container because OGV expects codecs such as Theora. Transcoding decodes and re-encodes every video frame, so some quality loss is unavoidable and the output may be larger than the source.

Check the result in the target application, especially if it requires Theora video and Vorbis audio rather than merely an .ogv filename. Subtitles, multiple audio tracks, chapters, HDR metadata, and advanced H.265 features may not transfer; select the required stream explicitly with options such as -map 0:v:0 -map 0:a:0.
