What the AVC format is

AVC usually refers to H.264/MPEG-4 AVC, a video codec used by cameras, screen recorders, Blu-ray video, MP4 files, and many streaming systems. Files with an .avc extension are often raw H.264 elementary streams, while AVC video may also be stored inside .mp4, .mkv, or another container. A raw AVC stream may contain no audio, duration metadata, or reliable timestamps.

What the OGV format is

OGV is an Ogg container commonly containing Theora video and Vorbis or Opus audio. It is supported by FFmpeg, VLC, and browsers or applications that implement Ogg media, but it is less widely supported than MP4/H.264. OGV is appropriate when a publishing system specifically requests Ogg media or when an application is built around Theora and Vorbis.

How to actually convert AVC to OGV

FFmpeg is the most controllable desktop option. Install it, open a terminal in the folder containing the source, and first inspect the streams:

ffprobe input.avc

For a video-only raw AVC stream, convert to Theora in an Ogg container:

ffmpeg -i input.avc -c:v libtheora -q:v 7 -an output.ogv

The -q:v value controls Theora quality; values from 0 to 10 are commonly used, with higher values producing larger files. If the source has a separate audio file, encode it as Vorbis:

ffmpeg -i input.avc -i audio.wav -map 0:v:0 -map 1:a:0 -c:v libtheora -q:v 7 -c:a libvorbis -q:a 5 output.ogv

If the AVC video is inside a container, use that container as the input, for example:

ffmpeg -i input.mp4 -c:v libtheora -q:v 7 -c:a libvorbis -q:a 5 output.ogv

With a graphical interface, VLC can perform the same type of transcode through Media → Convert/Save → Add → Convert/Save; choose an Ogg/Theora profile, select a destination ending in .ogv, and start the conversion. Quality, compatibility, and limitations

This conversion normally requires re-encoding because AVC and Theora are different video codecs. Expect some quality loss; lowering the source resolution or bitrate causes additional loss. Preserve the original AVC file as the archival copy.

Raw .avc input may fail or produce incorrect timing when it lacks frame-rate information. If the known source rate is 25 frames per second, specify it explicitly, for example ffmpeg -framerate 25 -i input.avc -c:v libtheora -q:v 7 output.ogv. Replace 25 with the actual capture rate. A raw AVC file generally cannot provide audio unless a separate audio stream exists.

Check the resulting streams with ffprobe output.ogv. Use Theora and Vorbis only when the target application supports them; otherwise, MP4 with H.264 and AAC usually has broader device and browser compatibility.
