Some older web players, open-source applications, and Linux media workflows accept OGV but not HEVC. Converting requires decoding the HEVC video and re-encoding it with Theora, usually with Vorbis audio in an Ogg container.
What the HEVC format is
HEVC, also called H.265, is a video codec designed to deliver similar visual quality at lower bitrates than H.264. Phones, action cameras, screen-recording tools, video cameras, and editing applications commonly create HEVC files inside .mp4, .mov, or .mkv containers.
The filename extension identifies the container, not always the codec. Use MediaInfo or FFmpeg to check the actual streams before converting. A raw elementary HEVC stream may use the .hevc extension and normally contains video without audio, subtitles, or reliable container metadata.
What the OGV format is
OGV is an Ogg video file, usually containing the royalty-free Theora video codec and Vorbis audio. It is supported by FFmpeg, VLC, many Linux media players, and older HTML5 or open-source publishing systems that specifically require Ogg video.
Theora is less compression-efficient than HEVC, so an OGV file is often larger at comparable visual quality. Choose OGV when application compatibility or an open, royalty-free playback stack matters more than modern compression efficiency.
How to actually convert HEVC to OGV
Using FFmpeg
Install an FFmpeg build that includes the libtheora and libvorbis encoders. Check availability with:
ffmpeg -encoders | findstr "theora vorbis"
On macOS or Linux, use grep instead of findstr. Convert a normal HEVC container file with:
ffmpeg -i input.mp4 -map 0:v:0 -map 0:a:0? -c:v libtheora -q:v 7 -pix_fmt yuv420p -c:a libvorbis -q:a 5 output.ogv
The -q:v value for FFmpeg's Theora encoder ranges from 0 to 10; higher values generally produce better quality and larger files. Vorbis -q:a 5 provides medium-to-high audio quality. The optional audio map allows conversion to finish when the source has no audio stream.
For a raw HEVC elementary stream, specify the input format:
ffmpeg -f hevc -i input.hevc -c:v libtheora -q:v 7 -pix_fmt yuv420p output.ogv
This second command cannot recover audio or metadata that were not present in the raw stream. Replace the filenames with quoted paths when they contain spaces, for example "camera clip.mp4".
Using the built-in online converter
You can convert the file on 101convert.com for free without installing software: choose the HEVC file, select OGV as the output format, start the conversion, and download the result. Uploading may be unsuitable for confidential footage or very large files.
Quality and compatibility considerations
This is a lossy transcode, not a container change, because HEVC and Theora are different codecs. Avoid repeated conversions; keep the original HEVC file as the archival master.
Use -pix_fmt yuv420p for broad Theora compatibility. Very high-resolution or high-frame-rate HEVC footage may convert successfully but remain difficult for older OGV players to decode. Check the resulting file in the target application, especially if it depends on exact frame rate, audio synchronization, subtitles, or transparency.
