Legacy DVD authoring software, broadcast workflows, and MPEG-2 editing tools may require an M2V elementary video stream instead of HEVC. Converting also separates the video from audio, because M2V normally contains MPEG-2 video only.
What the HEVC format is
HEVC, also called H.265, is a modern video codec designed to deliver similar quality to H.264 at substantially lower bitrates. Phones, screen recorders, security cameras, Blu-ray sources, and video editors commonly create HEVC files with .hevc, .h265, .mp4, or .mkv extensions.
An .mp4 or .mkv file may contain HEVC video together with AAC, Opus, or another audio stream. A raw .hevc file generally contains only the encoded video bitstream.
What the M2V format is
M2V is an MPEG-2 video elementary stream, usually stored with the .m2v extension. It contains video without audio, subtitles, menus, or container metadata. DVD authoring applications, older broadcast systems, MPEG-2 encoders, and some legacy nonlinear editing programs use this format.
M2V is widely supported by older hardware and software, but it is less compression-efficient than HEVC. The converted file can therefore be larger at comparable visual quality. If audio is required, encode it separately—often as AC-3, MP2, or PCM—and combine it during authoring rather than expecting it inside the M2V file.
How to convert HEVC to M2V
Using FFmpeg
FFmpeg is the most controllable desktop option. Install a build that includes the MPEG-2 video encoder, then run:
ffmpeg -i input.mp4 -c:v mpeg2video -q:v 3 -an -f m2v output.m2v
Replace input.mp4 with the HEVC source; a raw file can be specified as input.hevc. The -c:v mpeg2video option selects MPEG-2 video, -q:v 3 requests high quality using a constant-quality scale, -an removes audio, and -f m2v writes an MPEG-2 elementary stream.
Use a fixed bitrate when the target authoring system requires one:
ffmpeg -i input.hevc -c:v mpeg2video -b:v 6000k -maxrate 8000k -bufsize 1835k -an -f m2v output.m2v
For DVD-compatible output, specify the required standard rather than relying on the source dimensions. A typical NTSC command is:
ffmpeg -i input.hevc -vf "scale=720:480:flags=lanczos,fps=30000/1001,format=yuv420p" -c:v mpeg2video -b:v 6000k -maxrate 8000k -bufsize 1835k -flags +ilme+ildct -top 1 -an -f m2v output.m2v
Use 720:576 and fps=25 for a PAL workflow. Do not force interlacing with -flags +ilme+ildct unless the destination requires interlaced video and the source or production workflow supports it.
Using the online converter
You can convert the file for free on the 101convert.com website without installing software. Upload the HEVC file, select M2V as the output format, start the conversion, and download the resulting .m2v file. Check the service’s output settings if you need a specific resolution, frame rate, or bitrate.
Quality, compatibility, and limitations
- The conversion is normally lossy: HEVC is decoded and then encoded again as MPEG-2. Keep the original HEVC file if you may need another export.
- MPEG-2 generally uses 8-bit 4:2:0 video. Ten-bit HEVC, HDR metadata, wide-gamut color, and some advanced transfer characteristics may be discarded or require explicit conversion.
- For HDR-to-SDR delivery, apply an intentional tone-mapping filter instead of assuming that MPEG-2 output will preserve HDR correctly.
- Match the destination’s frame rate, aspect ratio, resolution, bitrate, field order, and GOP restrictions. A file with an acceptable
.m2vextension can still fail DVD or broadcast validation. - Review the result with an MPEG-2-capable player or the intended authoring application, because M2V files do not carry the audio needed to test complete program synchronization.
