Legacy video authoring tools, hardware players, and MPEG-1 workflows may require an M1V elementary video stream instead of HEVC. Converting also makes HEVC footage readable by older software, but the result usually has lower compression efficiency and no audio.

What the HEVC format is

HEVC, also called H.265, is a modern video codec designed to deliver similar visual quality at lower bitrates than H.264. Phones, action cameras, screen-recording applications, video editors, and camera software commonly store HEVC video in .mp4 or .mkv containers; some applications also produce a raw .hevc stream.

HEVC files can contain audio, subtitles, metadata, and multiple video streams when they are stored in a container. A raw HEVC stream contains video coding data without those container features.

What the M1V format is

M1V is a raw MPEG-1 Video elementary stream, usually identified by the .m1v extension. It stores compressed video only; audio must be kept separately or placed in an MPEG program stream such as .mpg.

M1V is useful for legacy MPEG-1 decoders, older authoring systems, basic broadcast and archival workflows, and devices that do not support H.264 or HEVC. Its simple decoding requirements improve compatibility with older hardware, while its compression efficiency and image quality are generally worse than HEVC at the same bitrate.

How to convert HEVC to M1V

Using FFmpeg

FFmpeg is the most controllable desktop option. Install a current FFmpeg build, open a terminal in the folder containing the source file, and run:

ffmpeg -i input.hevc -an -c:v mpeg1video -q:v 2 -f mpeg1video output.m1v

Replace input.hevc with the actual filename. The -an option removes audio because M1V is video-only, -c:v mpeg1video selects MPEG-1 Video encoding, -q:v 2 requests high variable quality, and -f mpeg1video forces an elementary MPEG-1 video output.

For a legacy player that expects Video CD-style parameters, use a fixed frame size, frame rate, and bitrate:

ffmpeg -i input.hevc -an -vf "scale=352:288:flags=lanczos,fps=25,format=yuv420p" -c:v mpeg1video -b:v 1150k -minrate 1150k -maxrate 1150k -bufsize 327k -f mpeg1video output.m1v

Use 352:288 and 25 for a PAL-oriented workflow; use 352:240 and approximately 29.97 fps for NTSC-oriented equipment. Confirm the required specification before choosing these values, because many modern players accept MPEG-1 but do not require Video CD constraints.

Using the website converter

You can convert the file for free on the 101convert.com website without installing software: upload the HEVC file, select M1V as the output format, start the conversion, and download the resulting .m1v file. Check the service's file-size and retention limits before uploading sensitive footage.

Quality and compatibility limitations

Conversion from HEVC to MPEG-1 requires decoding and re-encoding, so it is not lossless. Increasing the MPEG-1 bitrate can reduce additional loss but cannot restore detail already discarded by the HEVC source. MPEG-1 also normally uses 8-bit 4:2:0 video, so higher-bit-depth or 4:4:4 source characteristics may be discarded.

Because M1V carries no audio, preserve the original audio separately if it is needed. To create a combined legacy MPEG file, encode or copy compatible audio into an MPEG container instead of using a raw M1V output.

Some older decoders reject modern frame sizes, unusual frame rates, interlaced/progressive changes, or variable parameters. For maximum legacy compatibility, use even dimensions, YUV 4:2:0 pixel format, a supported frame rate, and the decoder's specified bitrate and resolution.
