What the HEVC format is
HEVC, also called H.265, is a video codec designed to deliver similar visual quality at roughly half the bitrate of AVC/H.264. Phones, action cameras, mirrorless cameras, screen-recording tools, video editors, FFmpeg, and HandBrake commonly create HEVC files.
You may encounter HEVC as an .hevc or .h265 elementary stream, or inside an .mp4, .mov, or .mkv container. The container extension does not identify the video codec by itself; a media-information tool such as MediaInfo or FFmpeg can show the actual codec, resolution, frame rate, and audio format.
What the MPG format is
MPG usually refers to an MPEG program stream containing MPEG-1 or MPEG-2 video and commonly MP2 audio. It is a legacy format used by DVD-related workflows, older set-top players, televisions, broadcast equipment, slide-show software, and applications that do not decode HEVC.
Its main advantage is decoder availability rather than compression efficiency. MPEG-2 files are usually much larger than equivalent HEVC files, but many older devices can play them without additional software. An .mpg extension does not guarantee one exact profile, resolution, bitrate, or audio codec, so the receiving device's specification determines the correct output settings.
How to convert HEVC to MPG
Using 101convert.com
- Open the video converter on 101convert.com; it can be used for free without installing software.
- Select the HEVC file, such as
recording.mp4orcamera.hevc. - Choose
MPGas the output format and start the conversion. - Download the resulting
.mpgfile and test it on the intended player or editing system.
Using FFmpeg on a computer
FFmpeg gives direct control over the MPEG codec, bitrate, audio format, and output container. For an HEVC file with an existing audio track, run:
ffmpeg -i input.mkv -c:v mpeg2video -pix_fmt yuv420p -q:v 3 -c:a mp2 -b:a 192k -ar 48000 -f mpeg output.mpg
Replace input.mkv with the actual HEVC-containing file; the same command works with common .mp4 and .mov inputs. The command re-encodes video as MPEG-2, converts audio to MP2, forces broadly supported 4:2:0 pixel format, and writes an MPEG program stream.
For a fixed video bitrate instead of quality-based encoding, use settings such as:
ffmpeg -i input.mp4 -c:v mpeg2video -pix_fmt yuv420p -b:v 6000k -maxrate 8000k -bufsize 1835000 -c:a mp2 -b:a 192k -ar 48000 -f mpeg output.mpg
A standalone .hevc elementary stream normally contains video only. Convert it with:
ffmpeg -i input.hevc -c:v mpeg2video -pix_fmt yuv420p -q:v 3 -an -f mpeg output.mpg
Use -an only when the source has no audio or audio is intentionally omitted. If audio is stored in a separate file, add it with a second input and map the streams:
ffmpeg -i input.hevc -i audio.aac -map 0:v:0 -map 1:a:0 -c:v mpeg2video -pix_fmt yuv420p -q:v 3 -c:a mp2 -b:a 192k -ar 48000 -f mpeg output.mpg
Quality, compatibility, and limitations
- This conversion is normally lossy and cannot restore detail that was removed by the original HEVC encode. Keep the original HEVC file for archiving.
- MPG files are substantially larger because MPEG-2 needs more bitrate than HEVC for comparable quality. A quality value such as
-q:v 3varies the bitrate with scene complexity; a fixed bitrate is more predictable for storage or device limits. - For DVD-style compatibility, the receiving device may require 720×480 at 29.97 fps for NTSC or 720×576 at 25 fps for PAL, plus specific bitrate and audio limits. Resize or change frame rate only when the device requires it; otherwise, unnecessary conversion can reduce quality.
- Some older hardware accepts MPEG-1 rather than MPEG-2, or requires a particular audio codec. Confirm the specification before converting; changing only the extension will not create a valid MPG file.
- Variable frame rates, HDR, 10-bit HEVC, subtitles, multiple audio tracks, and surround audio may not transfer as expected. FFmpeg converts the selected video and audio streams, but subtitles generally need separate extraction or burning into the picture.
