Many older DVD/VCD players, standalone disc players, and legacy authoring programs cannot decode HEVC video. Converting it to VCD-compatible MPEG-1 and authoring the result as a Video CD makes the footage usable on that hardware.

What the HEVC format is

HEVC, also called H.265, is a video compression standard designed to deliver similar visual quality at roughly half the bitrate of H.264. Phones, 4K cameras, screen recorders, streaming software, and modern editing applications commonly create HEVC video inside .mp4, .mkv, or .mov containers; an elementary HEVC stream may use the .hevc extension. The container and codec are separate: an MP4 file can contain HEVC video, AAC audio, or both.

What the VCD format is

Video CD is an optical-disc format built around MPEG-1 video, MPEG-1 Layer II audio, and a defined disc structure. Standard video dimensions are 352×288 at 25 fps for PAL and 352×240 at 29.97 fps for NTSC. The usual VCD bitrate is about 1,150 kbit/s for video and 224 kbit/s for audio at 44.1 kHz.

VCD is useful for compatible older disc players, computers with VCD software, and archival discs intended for legacy equipment. A 74-minute CD stores approximately 74 minutes of VCD video and an 80-minute CD approximately 80 minutes because VCD uses fixed-size sectors rather than ordinary file-size capacity. It offers broad compatibility with period hardware, but substantially lower resolution and compression efficiency than HEVC.

How to convert HEVC to VCD

Using FFmpeg

FFmpeg can decode HEVC and create a VCD-compatible MPEG program stream. Choose PAL or NTSC according to the target player and television standard:

ffmpeg -i input.mkv -target pal-vcd output.mpg

ffmpeg -i input.mp4 -target ntsc-vcd output.mpg

The -target preset selects MPEG-1 video, VCD dimensions, frame rate, bitrate, MPEG audio, and the required 44.1 kHz audio rate. Replace input.mkv or input.mp4 with the actual source filename. If the source has no audio, the resulting file may not meet the VCD player’s expectations; add or select a compatible audio track before authoring.

Authoring the disc image

An MPEG file alone is not a complete VCD. Create a BIN/CUE image with VCDImager:

vcdimager -t vcd2 -c vcd.cue -b vcd.bin output.mpg

Check the generated image with a disc-image tool or mount it before burning. Write the CUE/BIN image to a blank CD using software that supports disc images, selecting a low or moderate burn speed if the target player is sensitive. Do not burn the MPEG file as a regular data disc; many VCD players will not recognize that layout.

Using the built-in online converter

For a no-install conversion, the free converter on 101convert.com can process the video file. Select the video conversion tool, upload the HEVC-containing file, choose VCD or MPEG-1 when that output is offered, download the result, and use VCD-authoring software if a disc image is required. Do not upload confidential footage or files subject to access restrictions.

Quality, compatibility, and limitations

VCD conversion is lossy twice: the HEVC source is decoded, then the video is re-encoded to low-bitrate MPEG-1. It cannot preserve 4K detail, HDR, high frame rates, or HEVC efficiency. Choose the source with the highest available quality, but increasing the output bitrate above the VCD specification can make the disc incompatible rather than improve playback.

Use PAL for PAL-region equipment and NTSC for NTSC-region equipment; some later players accept both, but original VCD hardware often does not. Variable-frame-rate phone footage may produce timing problems, so normalize it during conversion if necessary, for example with -r 25 for PAL or -r 30000/1001 for NTSC. Long videos may exceed the capacity of one CD and need splitting at chapter or scene boundaries.
