Older televisions, DVD-authoring tools, broadcast systems, and video editors may accept MPEG-1 or MPEG-2 but reject HEVC/H.265 files. Converting the video creates a more widely supported .mpg file, at the cost of larger size and a generation of quality loss.

What the HEVC format is

HEVC, also called H.265, is a video codec designed to deliver similar image quality at roughly half the bitrate of H.264. Phones, action cameras, mirrorless cameras, screen-recording applications, and 4K recording devices commonly create HEVC video.

HEVC may appear inside an .mp4 or .mkv container, or as a raw .hevc elementary stream. The filename extension identifies the container or stream packaging; it does not by itself guarantee the codec. HEVC files commonly contain AAC, AC-3, or other audio tracks alongside the video.

What the MPEG format is

For this conversion, MPEG usually means an MPEG-1 or MPEG-2 video file stored in an MPEG program stream, commonly using the .mpg or .mpeg extension. MPEG-2 is used by many older televisions, set-top boxes, DVD workflows, and broadcast systems; MPEG-1 offers broader support on very old playback hardware but lower image quality.

MPEG files are useful when a device requires a traditional program stream rather than HEVC in MP4 or MKV. They are usually much larger than the HEVC source at comparable visual quality. MPEG-4 is a separate MPEG standard and should not be selected when a device specifically requests MPEG-1 or MPEG-2.

How to actually convert HEVC to MPEG

FFmpeg is the most controllable desktop option and runs on Windows, macOS, and Linux. Install FFmpeg, open a terminal in the folder containing the source, and use an MPEG-2 program stream command:

ffmpeg -i input.hevc -c:v mpeg2video -q:v 2 -c:a mp2 -b:a 192k output.mpg

Replace input.hevc with the actual source filename. For an MP4 or MKV source, use that filename instead; FFmpeg will decode the HEVC track automatically:

ffmpeg -i input.mp4 -c:v mpeg2video -q:v 2 -c:a mp2 -b:a 192k output.mpg

The mpeg2video encoder creates MPEG-2 video, mp2 creates widely supported MPEG Layer II audio, and -q:v 2 requests high video quality using FFmpeg's quality scale. To make a smaller file, use a larger quality value such as -q:v 4 or set a fixed bitrate with -b:v 6000k.

For an MPEG-1 target, change the video encoder and use settings compatible with older hardware:

ffmpeg -i input.mp4 -c:v mpeg1video -b:v 2000k -c:a mp2 -b:a 192k output.mpg

If the HEVC file is a raw elementary stream, it may contain no audio or container metadata. In that case, the first command can produce a video-only MPEG file. If a separate audio file exists, add it as a second input:

ffmpeg -i input.hevc -i audio.wav -c:v mpeg2video -q:v 2 -c:a mp2 -b:a 192k -shortest output.mpg

For a no-install conversion, use the free converter on 101convert.com. Upload the HEVC file, select MPEG as the output format, choose MPEG-1 or MPEG-2 if the interface provides that distinction, start the conversion, and download the resulting .mpg file.

Quality, compatibility, and limitations

Conversion from HEVC to MPEG requires decoding and re-encoding; changing only the filename extension does not convert the video. The MPEG output cannot recover detail already lost in the HEVC source, and repeated conversions introduce additional loss.

Check the destination device's maximum resolution, frame rate, bitrate, audio codec, and scan type. MPEG-2 hardware may require standard-definition dimensions, constant frame rate, 4:3 or 16:9 aspect metadata, and MP2 audio. FFmpeg can force a conservative DVD-like output when needed:

ffmpeg -i input.mp4 -vf scale=720:480:flags=lanczos,fps=29.97 -c:v mpeg2video -b:v 6000k -c:a mp2 -b:a 192k output.mpg

Change the dimensions and frame rate for the target standard; do not use NTSC values for a PAL-only device. Subtitles, multiple audio tracks, chapters, and HDR metadata may not survive MPEG program-stream conversion, so verify the output with the actual playback or authoring equipment.
