What the H.265 format is

H.265, also called HEVC (High Efficiency Video Coding), is a video codec designed to deliver roughly H.264-quality video at a lower bitrate. Phones, action cameras, security cameras, screen-recording software, Blu-ray workflows, and modern video editors commonly create H.265 video, usually inside .mp4, .mov, or .mkv containers.

H.265 reduces file size through computationally intensive compression, but older televisions, media players, browsers, and editing systems may lack hardware or software decoding. Changing only the filename extension does not convert the codec; the video must be decoded and re-encoded.

What the MPEG format is

For video-file conversion, “MPEG” usually means an MPEG-1 or MPEG-2 video stream in an .mpg or .mpeg file. MPEG-2 is used by DVDs, digital television systems, older camcorders, broadcast equipment, and many legacy players. Replace input.mp4 with the actual H.265 filename. The -q:v 3 setting provides high MPEG-2 quality; use a larger value for a smaller file and a smaller value for higher quality. The command converts audio to MP2 because it is widely supported in MPEG-2 program streams.
