Some older televisions, DVD-authoring tools, broadcast systems, and video editors accept MPEG program streams but cannot decode H.265/HEVC. Converting the video to MPG requires transcoding the H.265 stream to MPEG-1 or, more commonly, MPEG-2 rather than merely changing the filename extension.

What the H.265 format is

H.265, also called HEVC, is a video codec designed to deliver similar visual quality at lower bitrates than H.264. Phones, 4K cameras, screen-recording software, streaming applications, and modern editing programs commonly create H.265 video inside containers such as MP4, MKV, or MOV; the source file may therefore have an extension other than .h265.

H.265 is efficient but requires relatively modern decoding support. Older DVD players, set-top boxes, televisions, and editing applications may reject the file or import only its audio.

What the MPG format is

MPG usually refers to an MPEG program stream containing MPEG-1 or MPEG-2 video, often with MPEG Layer II or another MPEG-compatible audio stream. It is used by legacy media players, DVD and VCD workflows, broadcast equipment, and applications that expect an MPEG program stream.

Its main advantage is compatibility with older hardware and software. MPEG-2 MPG files are normally much larger than equivalent H.265 files because the codec is less compression-efficient, and MPG does not preserve H.265 compression quality through a simple container change.

How to convert H.265 to MPG

FFmpeg is the most flexible desktop option. Install FFmpeg, open a terminal in the folder containing the source file, and run:

ffmpeg -i "input.mp4" -c:v mpeg2video -q:v 2 -c:a mp2 -b:a 192k -ar 48000 -f mpeg "output.mpg"

Replace input.mp4 with the actual H.265 source filename; the source can also be .mkv, .mov, or another container. The command encodes MPEG-2 video, MPEG Layer II audio, and an MPEG program stream. Lower values of -q:v generally produce higher MPEG-2 quality and larger files; 2 is a high-quality setting for general use.

For a more predictable bitrate, use explicit video-rate settings instead:

ffmpeg -i "input.mkv" -c:v mpeg2video -b:v 6M -maxrate 8M -bufsize 1835k -c:a mp2 -b:a 192k -ar 48000 -f mpeg "output.mpg"

For DVD-oriented output, use a standard matching the intended region and authoring workflow:

ffmpeg -i "input.mp4" -target pal-dvd "output.mpg"

Use -target ntsc-dvd instead for NTSC DVD production. These presets alter resolution, frame rate, bitrate, audio, and encoding parameters; the resulting MPG may still need DVD authoring before it can be burned as a playable disc.

On 101convert.com, you can convert the file for free without installing software: upload the H.265 video, select MPG as the output format, start the conversion, and download the generated file. Upload limits, processing time, and supported source containers depend on the service.

Quality and compatibility limits

The conversion is normally lossy: H.265 is decoded and MPEG-2 is encoded, so the MPG cannot contain more detail than the source. Avoid repeated conversions, and use a sufficiently high MPEG-2 bitrate when preserving fine motion or text.

Changing .mp4 or .mkv to .mpg does not convert the codec. Remuxing is possible only when the existing streams already meet the MPEG program-stream requirements; H.265 video generally does not, so transcoding is required.

Some legacy players require specific frame sizes, frame rates, interlacing, audio sample rates, or maximum bitrates. If a device rejects a generic MPG, use its documented MPEG-2 profile or a DVD preset instead of relying on the extension alone.
