Some legacy video players, authoring tools, and broadcast workflows accept MPEG-1 video elementary streams instead of HEVC. Converting an H.265 file to M1V requires decoding HEVC and re-encoding the video as MPEG-1; the M1V result normally contains no audio.

What the H.265 format is

H.265, also called HEVC, is a modern video codec designed to deliver lower bitrates than H.264 at comparable visual quality. Smartphones, action cameras, CCTV systems, screen recorders, Blu-ray workflows, and current editing applications commonly create HEVC files with extensions such as .h265, .hevc, or .mp4.

HEVC files may be stored in a container that also includes audio, subtitles, metadata, and multiple video tracks. The extension alone does not prove that the file contains only an H.265 elementary stream.

What the M1V format is

M1V is an MPEG-1 Video elementary stream, usually identified by the .m1v extension. It stores MPEG-1 video without an audio track or general-purpose container metadata, so it is used mainly by older playback software, MPEG authoring tools, legacy broadcast systems, and workflows that explicitly request an MPEG-1 video stream.

M1V is widely supported by older hardware and software, but MPEG-1 is much less efficient than HEVC. Video CD-compatible projects commonly use MPEG-1 video inside a system stream such as .mpg or .dat; an M1V file by itself is not a complete Video CD file because it lacks multiplexed audio.

How to convert H.265 to M1V

Using FFmpeg

FFmpeg provides the most controllable desktop conversion. Install a current FFmpeg build, open a terminal in the folder containing the source file, and run:

ffmpeg -i input.mp4 -map 0:v:0 -c:v mpeg1video -b:v 1800k -pix_fmt yuv420p output.m1v

Replace input.mp4 with the actual HEVC filename. The -map 0:v:0 option selects the first video stream, while omitting -map 0:a prevents audio from being written because M1V is video-only. Change -b:v 1800k to suit the required file size and quality.

For a Video CD-oriented MPEG-1 stream, use a compatible frame size and bitrate, for example:

ffmpeg -i input.mp4 -map 0:v:0 -vf scale=352:288:flags=lanczos,fps=25 -c:v mpeg1video -b:v 1150k -minrate 1150k -maxrate 1150k -bufsize 327k -pix_fmt yuv420p output.m1v

Use 352x288 at 25 fps for PAL-oriented material or 352x240 at 29.97 fps for NTSC-oriented material. Confirm the requirements of the receiving device before selecting those standards.

Using the built-in online converter

You can convert the file on 101convert.com for free without installing software: select the H.265 source, choose M1V as the output format, start the conversion, and download the resulting file. Do not use this method for confidential footage unless the service's upload and retention terms meet your requirements.

Quality, compatibility, and limitations

This conversion is lossy twice: the source has already been compressed as HEVC, and MPEG-1 applies another generation of compression. It cannot restore detail lost in the source. Use the highest practical MPEG-1 bitrate, avoid repeated conversions, and keep the original H.265 file as the archival master.

MPEG-1 video commonly requires 4:2:0 chroma sampling and limited frame-size, frame-rate, and bitrate combinations for older equipment. The yuv420p setting improves compatibility, but it does not guarantee playback on every device.

If the destination needs sound, create a container rather than an M1V elementary stream. For example, an MPEG-1 video plus MP2 audio file can be produced with:

ffmpeg -i input.mp4 -c:v mpeg1video -b:v 1150k -c:a mp2 -b:a 224k output.mpg

Check the output with ffprobe output.m1v or a compatible media player. An M1V file that plays silently may be working as designed because audio is not part of the format.
