Converting MPEG-4 Videos directly to Adobe Premiere 6 Project Files (.mp4 to .ppj conversion) is possible, even though it is not a conversion in its proper sense.
You can certainly import an MP4 video to Adobe Premiere Pro, to then save it as a PPJ project. This will, however, work only in Adobe Premiere Pro 6 version (and older).
