1. Install FFmpeg on your computer.
2. Open a terminal or command prompt in the folder containing the VOC file.
3. Run a command such as ffmpeg -i input.voc output.ogg.
4. If you want to control quality, you can specify the codec explicitly, for example ffmpeg -i input.voc -c:a libvorbis -q:a 5 output.ogg.
5. Open the resulting output.ogg in a media player to confirm that the audio plays correctly.

If you prefer a graphical editor, Audacity can often import VOC files through supported libraries or plugins, after which you can export to OGG using File → Export → Export as OGG. This is useful if you want to trim, normalize, or otherwise edit the audio before saving it.

Notes on quality, compatibility, or limitations

VOC to OGG is a lossy conversion only if you choose a lossy OGG codec such as Vorbis or Opus. Since VOC is usually an older source format, the main quality limit is the original recording itself; converting it to OGG will not restore lost detail.

Some VOC files may contain unusual headers, silence blocks, or legacy compression variants that not every tool handles equally well. If one program fails to open the file, try FFmpeg first, as it has broad format support. Also note that OGG is a container, so the exact codec matters: Vorbis is widely compatible, while Opus is excellent for speech and modern playback but may not be ideal for every older device.
