It appear that c4d to fbx conversion represents a translation of 3d graphics file formats saved in Cinema 4D format (files with .c4d suffix) to Autodesk Kaydara 3D data exchange format (files with .fbx suffix). You should be able to do this with some dedicated 3D graphics converters, something like the PolyTrans converter.
FBX is a proprietary file exchange format developed by Kaydara and owned now by Autodesk since 2006. Try to go to Autodesk website and search for capable Autodesk software to import c4d file into the program and export it as Kaydara multimedia content exchange file (fbx).
Cinema 4D also have support to read and write fbx file format.
