FFmpeg chooses a lossless FLAC stream automatically. The compression level changes encoding time and file size, not audio quality; for example, -compression_level 8 produces a smaller file more slowly:

Audacity can perform the second stage without a command line: open the WAV, then choose File → Export Audio, set the format to FLAC, choose the desired metadata, and export.
