H.264 video is common on phones, cameras, screen recorders, and streaming exports, but older standalone DVD/VCD players require MPEG-1 video in a Video CD structure. Converting is therefore useful when the destination device cannot decode H.264 or when you need a disc image for VCD authoring.

What the H.264 format is

H.264, also called AVC, is a video codec rather than a complete container format. It commonly appears inside .mp4, .mkv, .mov, and .ts files, or as a raw .h264 elementary stream. Phones, digital cameras, OBS, Adobe Premiere, DaVinci Resolve, FFmpeg, and most modern screen-recording applications can create H.264 video.

H.264 provides much better quality per megabyte than MPEG-1, so the source may be high-definition, widescreen, variable-frame-rate, or encoded with audio formats that VCD players do not support.

What the VCD format is

Video CD is a disc format designed for compatible CD players and computers. Its video uses MPEG-1 at approximately 1,150 kbit/s; audio uses MPEG-1 Layer II at approximately 224 kbit/s, 44.1 kHz. Standard video dimensions are 352×240 pixels for NTSC and 352×288 pixels for PAL.

A VCD normally stores multiplexed MPEG-1 material as AVSEQ01.DAT inside the disc's MPEGAV directory. A plain .mpg file is not itself a complete VCD, so disc authoring is required when the target is a physical Video CD or a mountable disc image.

VCD is useful for older standalone players, legacy equipment, and CD-based playback. Its main compatibility advantage is also its principal limitation: image quality is substantially lower than H.264 HD video, and an 80-minute CD generally holds about 80 minutes of standard VCD video.

How to convert H.264 to VCD

Desktop conversion with FFmpeg and VCDImager

  1. Identify the television standard required by the player. Use PAL for PAL equipment and NTSC for NTSC equipment; do not mix them if the player is region-specific.
  2. Encode the source to a compliant MPEG-1 VCD stream with FFmpeg. For PAL, run:
    ffmpeg -i input.mp4 -target pal-vcd -aspect 4:3 output.mpg
    For NTSC, run:
    ffmpeg -i input.mp4 -target ntsc-vcd -aspect 4:3 output.mpg
  3. Use -aspect 16:9 instead when the source and playback equipment support widescreen VCD signaling. The encoded raster remains the PAL or NTSC VCD size.
  4. Author the MPEG file as a VCD image with VCDImager:
    vcdimager -c videocd.cue -b videocd.bin output.mpg
  5. Burn the resulting videocd.cue and videocd.bin as a disc image using CD-burning software that supports cue/bin images. Do not burn the files as ordinary data files; a VCD player expects the authored disc structure.

If the input is a raw H.264 elementary stream, use its actual filename and specify the input format when necessary: ffmpeg -f h264 -i input.h264 -target pal-vcd output.mpg. A VCD also requires audio; if the raw stream has no audio track, provide a separate audio source or use a video-authoring application that can multiplex one.

For a no-installation conversion, the converter on 101convert.com can be used free of charge. Select the H.264 source, choose the VCD-compatible output when available, and download the resulting file; creating a bootable or burnable VCD image may still require desktop authoring software.

Quality, compatibility, and limitations

  • Conversion is a lossy re-encode from H.264 to MPEG-1. Upscaling or preserving an HD source cannot restore detail after VCD encoding.
  • VCD requires constant, constrained specifications. Unsupported frame rates, dimensions, audio codecs, variable-frame-rate input, or unusual aspect ratios must be converted rather than copied.
  • Widescreen footage is reduced to the VCD raster and may display with letterboxing, cropping, or incorrect stretching depending on the player and authoring settings.
  • Check the running time before authoring. A 700 MB or 80-minute data CD does not necessarily hold more than about 80 minutes of standard VCD material because VCD uses mode-2 form-2 sectors and fixed playback rates.
  • Some modern DVD and Blu-ray players read VCDs, while many current televisions and optical drives do not. Test the authored image in a software VCD player or virtual drive before burning when compatibility matters.
