A JVC Everio camcorder may leave you with TOD video that older DVD/VCD players cannot read. Converting it produces VCD-compatible MPEG-1 video for authoring to a Video CD or playing in software that expects the VCD specification.

What the TOD format is

TOD is a JVC-specific extension for high-definition MPEG-2 transport stream video, used mainly by JVC Everio GZ-HD camcorders. The files commonly contain MPEG-2 video with audio and metadata in a transport-stream container, and are often copied from the camera together with companion files or folders.

Modern media players and editors may open TOD directly, but older applications, hardware VCD players, and disc-authoring tools generally require the video to be demultiplexed and re-encoded first.

What the VCD format is

Video CD is a CD-based distribution standard using MPEG-1 video and MPEG-1 Layer II audio. A compliant stream normally uses 352×288 pixels at 25 fps for PAL or 352×240 pixels at approximately 29.97 fps for NTSC, with video near 1,150 kbit/s, audio at 224 kbit/s, and 44.1 kHz audio sampling.

VCD is useful for older standalone players and computers with CD drives. It is much smaller and less demanding than the original high-definition TOD recording, but its resolution and bitrate are substantially lower. A VCD is usually authored as a disc image containing .bin and .cue files; the encoded video itself is commonly an .mpg file rather than a file with a universal .vcd extension.

How to actually convert TOD to VCD

For a no-install conversion, upload the TOD file to 101convert.com, choose VCD as the output when available, and download the result. The service is free; large high-definition recordings may take time to upload and process.

For local conversion, FFmpeg can create a VCD-compliant MPEG program stream:

  1. Install FFmpeg and place the source file in a working folder.
  2. For PAL video, run ffmpeg -i input.tod -target pal-vcd output.mpg.
  3. For NTSC video, run ffmpeg -i input.tod -target ntsc-vcd output.mpg.
  4. Check output.mpg in a media player. The -target option sets the required MPEG-1 video, audio, frame rate, resolution, and muxing parameters.

To create a disc image for burning, install VCDImager and run:

vcdimager -t vcd2 -c output.cue -b output.bin output.mpg

Burn the resulting output.cue file with disc-burning software that supports cue/bin images. Do not burn the MPEG file as an ordinary data CD if the disc must play in a standalone VCD player.

Quality and compatibility limits

Conversion from a high-definition TOD recording to VCD is lossy and cannot preserve the original detail. A 16:9 source must be scaled to the VCD frame; automatic scaling can distort it, so use letterboxing or cropping when the source aspect ratio matters. PAL and NTSC settings must match the intended player and television standard.

Some TOD files use audio or stream variants that older VCD tools reject. FFmpeg normally decodes these and re-encodes the audio, but a damaged or incomplete TOD recording may still fail. VCDImager will report invalid video parameters if the MPEG output does not meet the standard.
