What the WAV format is

WAV is a container commonly used for uncompressed PCM audio. It preserves the recorded samples without lossy compression, but produces large files; a stereo 44.1 kHz, 16-bit WAV uses about 10 MB per minute. Audio editors and digital audio workstations such as Audacity, Adobe Audition, Pro Tools, and REAPER commonly create WAV files, as do recording applications, microphones, and operating-system audio tools.

WAV is suitable for editing, mastering, archival intermediates, and applications that require predictable PCM data. It is not itself a streaming playlist and does not contain an M3U8 index.

What the M3U8 format is

M3U8 is the UTF-8 form of the M3U playlist format. A basic M3U8 file is a text file containing paths or URLs to audio files; an HLS M3U8 is a manifest that lists short media segments and playback metadata. HLS players use the manifest to request segments in sequence, and may use variant playlists for adaptive bitrate streaming.

M3U8 is used by HLS servers, streaming platforms, media players, IPTV applications, and some mobile or smart-TV software. It does not normally contain the audio itself, so changing a WAV filename to .m3u8 does not convert the audio. The referenced media must use codecs and containers supported by the target player, commonly AAC in MPEG-TS or fragmented MP4 segments.

Create a simple playlist that references the WAV

Use this method when the receiving program only needs an M3U8 playlist and can play WAV files:

1. Keep the WAV and playlist in the same folder, or use a correct relative or absolute path.
2. Create a UTF-8 plain-text file named playlist.m3u8.
3. Enter the following content, replacing the filename and duration:

#EXTINF gives the duration in seconds and the displayed title. Use -1 when the duration is unknown. Save the file with UTF-8 encoding and test it in VLC or another player that supports M3U8 playlists.

Generate an HLS M3U8 stream with FFmpeg

Use FFmpeg when the target requires a real HLS manifest with segmented, streamable audio. This command converts the PCM audio to AAC and creates an M3U8 playlist plus MPEG-TS segments:

Quality, compatibility, and limitations

A simple playlist does not change WAV quality because it only references the original file. HLS generation normally transcodes PCM WAV to AAC, so the output is smaller but lossy; use a bitrate such as 192 kbps for general stereo speech or music, and verify the target service's codec requirements.

An M3U8 file alone is not a self-contained audio file. Copying only the manifest without its referenced WAV or segment files produces a broken playlist. Relative paths are portable within a folder, while local absolute paths usually fail after uploading to a server. HLS support also depends on the player; VLC and many Apple platforms support HLS, but some desktop players require a compatible HLS-capable application or server.
