Most spreadsheet programs nowadays should support the older Microsoft Symbolic Link format (.slk, .silk) and you can import the data as a spreadsheet. Once this is done, you can save it to any of the supported formats, including common CSV (Comma Separate Value format), which is essentially what slk to csv conversion is.
