We are not aware of any possible way to convert JPEG Images directly to Bink Video Files (.jpg to .bik conversion)
You might want to first create a JPEG image slideshow saving your resulting file in one of the common video formats, such as MP4, AVI, etc.
You should then be able to convert your resulting video file to the desired Bink video format (.bik) using the Freemake Video Converter, which supports numerous video formats.
