There are few reputable online tools that offer a meaningful JPEG to ODG conversion, because most web services only place the image inside an ODG container. If you only need a quick wrapper file, an online document converter that supports OpenDocument graphics may work, but desktop software is usually more reliable and avoids privacy concerns when uploading images.
