It doesn't seem to be possible to just directly convert ISZ disk images (Ultra ISO) to a RAR archive. Although sometimes labeled as "zipped", the ISZ format actually uses ZLIB or BZIP2 compression. You can of course mount or extract the contents of ISZ files with disk image management programs and compress those data to RAR format, but a program that may directly convert isz to rar does not probably exist.
